WATCH LIVE: The National for Friday March 31, 2017

>>Wendy: GOOD EVENING, I’M WENDY MESLEY AND THIS IS “THE NATIONAL.” [♪♪♪]>>I AM OFFERING A THOUSAND DOLLARS.>>Wendy: AN ONTARIO MAN OFFERS A REWARD FOR RECORDINGS OF MUSLIMS USING HATE SPEECH WHILE PRAYING IN SCHOOLS.>>IT IS REALLY SCARY. THERE IS A MAN GOING AFTER MY KIDS.>>Wendy: WHY HIS MESSAGE NEEDS TO BE HEARD WE FIND OUT.>>>THE FIRST NOVA SCOTIAN SENTENCED FOR HUMAN TRAFFICKING. EXCLUSIVE REACTION FROM THE MOTHER OF THE GIRL HE EXPLOITED.>>IT IS HARD TO HEAR DETAILS.>>Wendy: PLUS CANADA’S SPECIAL FORCES EXPAND THEIR ROLE IN THE BATTLE FOR MOSUL. [♪♪♪]>>>FAITH IS A PRIVATE MATTER. A KNOWN PROVOCATEUR IN ONTARIO IS MAKING IT VERY PUBLIC. HE IS SEARCHING FOR HATE SPEECH. SPECIFICALLY, TARGETING MUSLIM HIGH SCHOOL STUDENTS DURING FRIDAY PRAYERS. IT HAS BEEN CALLED A BASELESS AND HATE-FILLED HUNT. AS RON CHARLES EXPLAINS, IT IS THE LATEST CONTROVERSY FOR A REGION THAT HAS SEEN TENSION OVER THE ACCOMMODATION OF RELIGION IN SCHOOL.>>Reporter: KEVIN J. JOHNSTON SEEMS TO THRIVE ON PUBLIC CONTROVERSY. HE IS A SECOND TIME CANDIDATE FOR MAYOR OF HIS HOMETOWN OF MISSISSAUGA AND USES HIS WEBSITE AND YOUTUBE CHANNEL TO ATTACK LOCAL POLITICIANS AND TO CRY WHAT HE SEES AS THE ISLAMIZATION OF CANADA. HE TURNED HIS SITES ON MUSLIM STUDENTS WHO ARE ALLOWED TO HOLD FRIDAY PRAYERS IN AREA SCHOOLS.>>I AM OFFERING $1,000 OF MY OWN MONEY, CASH REWARD, FOR ANY OF YOU OUT THERE THAT CAN SNEAK A CAMERA INTO ANY OF THESE MOSQUETIRIA OR MOSQUE GYMNASIUMS AND GET ME THE FOOTAGE.>>Reporter: HE SAYS HE WILL ONLY PAY UP IF THE SERMON CONTAINS HATE SPEECH AND THE NAME AND DATE AND THE SCHOOL CAN BE IDENTIFIED. THIS PARENT SAID SHE HAS NEVER EXPERIENCED SUCH HATE AS JOHNSTON VIDEO BOUNTY.>>Interview: HE IS BRINGING UP HATE TOWARD MY CHILDREN THAT ARE THE MOST PRECIOUS THING TO ME IN THE WORLD. IT IS SCARY.>>Reporter: IN A STATEMENT, THE PEEL DISTRICT SCHOOL BORED THAT INCLUDES MISSISSAUGA CALLED JOHNSTON’S BOUNTY OFFER… JOHNSTON’S CHALLENGE COMES AFTER THREE MONTHS OF RAUCOUS SCHOOL BOARD MEETINGS. SOMEONE PULLED OUT PAGES OF THE QURAN. IT STARTED EARLY THIS YEAR WHEN THE BOARD BEGAN TO DISCUSS HOW TO PREPARE SERMONS FOR THE PRAYERS. THE PRAYERS THEMSELVES, ALL OF A SUDDEN, THAT HAVE BEEN GOING ON FOR 20 YEARS BECAME A TARGET. IN STEPS JOHNSTON WHOSE STYLE IS SHOCK JOCK.>>Interview: I DO NOT WANT PRAYERS IN SCHOOLS, PUBLIC SCHOOLS AT ALL. LET’S LEAVE SECULAR SCHOOLS TO BE THAT. EDUCATION CENTERS. THE REST OF IT IS I DON’T WANT HATE SPEECH IN THOSE SCHOOLS.>>Reporter: THE LOCAL IMAM WHO HELPS SCHOOLS WITH THE SERMONS THAT ARE ALL IN ENGLISH SAID THERE HAS NEVER BEEN A COMPLAINT ABOUT HATE SPEECH IN THEM.>>Interview: I HAVE BEEN DOING SO FOR MORE THAN 25 YEARS. THE PEEL BOARD SAID THAT THERE HAS NEVER AN INCIDENT OF ANY TYPE OF HATE SPEECH OR ANYTHING LIKE THAT HAPPENING IN THESE STUDENT REFLECTIONS WHEN THEY HAVE THEIR FRIDAY PRAYERS.>>Reporter: THE PEEL REGIONAL POLICE DIVERSITY UNIT IS INVESTIGATING COMPLAINTS ABOUT THE VIDEO CHALLENGE. THAT IS THE UNIT THAT TYPICALLY INVESTIGATES HATE CRIMES. RON CHARLES, CBC NEWS, MISSISSAUGA, ONTARIO.>>Wendy: FOR MORE ON THIS, I AM JOINED BY SABRINA SADIKI, WHO RESEARCHED ISSUES AROUND THE PERCEPTION OF MUSLIMS AND WITH THE CANADIAN COUNCIL OF MUSLIM WOMEN. HE HAS BEEN CALLED BY THE PEEL BOARD AN ATTENTION SEEKING HATE FILLED SHOWBOAT, BASICALLY. WHY NOT IGNORE HIM? WHY SHOULDN’T WE JUST IGNORE.>>Interview: I FEEL IT IS IMPORTANT TO BRING TO THE SURFACE, SOME OF THESE UNDERLYING FEELINGS AND BEHAVIOURS THAT ARE PREVALENT IN CANADIAN SOCIETY. HE IS AN INFLUENCER. HE IS IN A LEADERSHIP POSITION. HE SEEKS TO GET MORE FOLLOWERS. IT IS VERY IMPORTANT FOR US TO ADDRESS THE FACT THAT HE IS USING ANY MEANS POSSIBLE, IN FACT, HE IS USING A CLEVER POLITICAL TACTIC BY ATTACKING THE INSTITUTION OF SCHOOLS. I MEAN HE COULD HAVE ATTACKED THE COURT SYSTEM AND SAID THAT, YOU KNOW, MUSLIMS ARE TAKING OVER AND THEY ARE ACCOMMODATED. HE ATTACKED THE SCHOOL SYSTEM BECAUSE ONE OF OUR MOST VULNERABLE POPULATION ARE IN THE SCHOOLS. CHILDREN. HE IS FAR MORE LIKELY TO GET PEOPLE’S ATTENTION, WORRIED PARENTS’ ATTENTION BY SAYING THE SCHOOLS ARE A BREEDING GROUND FOR HATE.>>Wendy: THIS IS NOT THE FIRST INSTANCE OF THIS KIND OF BEHAVIOUR. WHAT IS DRIVING IT? WE HEAR A LOT ABOUT DONALD TRUMP’S ACTIONS. WHAT DO YOU THINK IS DRIVING IT IN CANADA?>>Interview: I WOULD LIKE TO MOVE AWAY FROM THAT. I THINK WE NEED TO STOP BLAMING TRUMP FOR THIS. IN A WAY IT IS SCAPEGOATING. CANADIANS ARE WONDERFUL AND POLITE AND ACCEPTING. IT IS ONLY NATURAL TO SAY IT IS NOT OUR FAULT. IF THESE THINGS ARE COMING TO THE SURFACE, SURELY IT IS BECAUSE OF TRUMP AND THE AFFECT HE HAS HAVING ON US. I ARGUE THAT THESE FEELINGS ARE NOT NEW. PEOPLE DON’T WAKE UP ALL OF A SUDDEN AND DECIDE THEY DON’T LIKE MUSLIMS. SOMEBODY DOESN’T WAKE UP AND DECIDE THEY DON’T LIKE GAY PEOPLE. THE FEELINGS AND ATTITUDES AND BEHAVIOURS ARE SOMEWHERE INSIDE EMBEDDED DEEPLY INSIDE BECAUSE OF POLITICAL CORRECTNESS IN CANADA. AND ALL OF A SUDDEN, WHEN OTHER PEOPLE ARE EXPRESSING THEIR VIEWS, PEOPLE FEEL EMBOLD END TO COME OUT OF THE CLOSET AND JOIN THEM.>>Wendy: WHAT IS THE EMOTIONAL IMPACT FOR FAMILIES AND PEOPLE HERE?>>Interview: I AM PARTICULARLY CONCERNED ABOUT NEWER IMMIGRANTS AND REFUGEES. THAT IS THE AREA WHERE I DO THE RESEARCH. I FEEL THEY ARE A VERY VULNERABLE POPULATION. SECOND GENERATION YOUTH TEND TO HAVE A BETTER UNDERSTANDING OF RACISM AND ISLAMOPHOBIA. NEWER IMMIGRANTS DO NOT. THE IMPACT OF ISLAMOPHOBIA AND THESE SUSPICIOUS BEHAVIOURS IN SCHOOL, THE IMPACT THEY WOULD HAVE ON YOUNG REFUGEES OR NEW IMMIGRANTS ARE DEVASTATING, I THINK.>>Wendy: IT WAS SOMETHING. THANK YOU VERY MUCH FOR BEING WITH US.>>>AFTER A GUNMAN BROUGHT DEATH AND VIOLENCE TO ITS DOORSTEP IN JANUARY, A QUEBEC MOSQUE TONIGHT INVITED HUNDREDS TO A SPECIAL DINNER. BILLED AS A DINNER OF HOPE, RELATIVES OF THE VICTIMS WERE SPECIAL INVITED GUESTS. THE PRESIDENT OF THE MOSQUE SAID MANY MEMBERS FELT ISOLATED SINCE THE SHOOTING. IT WAS TO SHOW SOLIDARITY AND TO DISCUSS FEAR AND ISLAMOPHOBIA IN THE COMMUNITY.>>>A SIGNIFICANT CHANGE TO TELL YOU ABOUT IN CANADA’S MILITARY ROLE IN IRAQ. AND THE BATTLE AGAINST ISIS. TODAY, WHILE ANNOUNCING A THREE-MONTH EXTENSION TO THE CANADIAN MISSION, THE DEFENCE OFFICIALS SAID THE CANADIAN SPECIAL FORCES ARE NOW WORKING WITH NEW PARTNERS IN IRAQ. IN A NEW LOCATION. THE EMBATTLED CITY OF MOSUL. WHERE HOUSE-TO-HOUSE COMBAT AGAINST ISIS MILITANTS HAS BEEN RAGING FOR MONTHS. TOM PERRY HAS MORE.>>Reporter: THE BATTLE FOR MOSUL HAS BEEN LONG, BLOODY AND BRUTAL. AND NOW, CANADIAN SPECIAL FORCES ARE THERE. HELPING SECURE PARTS OF THE CITY THAT WERE, UNTIL RECENTLY, UNDER THE CONTROL OF ISIS.>>Interview: RIGHT NOW, THERE IS A — WE ARE ENGAGED IN EASTERN MOSUL. THAT WILL CARRY ON FOR AS LONG AS NECESSARY.>>Reporter: CANADA’S CHIEF OF DEFENCE STAFF, JOHNATHAN VANCE, SAID CANADIAN SOLDIERS ARE WORKING ALONGSIDE THE IRAQI MILITARY. THEY REMAIN BEHIND THE FRONT LINES, HE SAID, PROVIDING IN HIS WORDS, ADVICE AND ASSISTANCE. IT IS A SHIFT FROM THE MILITARY’S ORIGINAL MISSION. TRAINING AND SUPPORTING KURDISH PESHMERGA FORCES IN IRAQ. VANCE SAID THE EFFORTS OF CANADA ARE UNCHANGED.>>Interview: THEY ARE DOING THE SAME TASK THEY WERE DOING BEFORE. THE GEOGRAPHY CHANGED SOMEWHAT. THE PARTNERS CHANGED SOMEWHAT.>>Reporter: VANCE SAID CANADIAN TROOPS ENTERED EASTERN MOSUL AFTER IT WAS RETAKEN BY IRAQI FORCES. THE CANADIANS ROLE, HE SAID, IS TO HELP ENSURE THE EASTERN PART OF THE CITY REMAINS UNDER CONTROL. AND ALLOW IRAQI TROOPS TO ADVANCE ON THE WESTERN PORTION. THE MOVE COMES AS CANADA ANNOUNCED TODAY IT WOULD EXTEND THE MISSION AGAINST ISIS FOR ANOTHER THREE MONTHS. WITH DEFENCE MINISTER HARJIT SAJJAN WARNING OF MORE POSSIBLE CHANGES. CANADA HAS MADE SIGNIFICANT PROGRESS WORKING ALONGSIDE ALLIES AND PARTNERS TO HELP PROVIDE SECURITY AND STABILIZE THE REGION, SAJJAN SAID IN A STATEMENT. WE MUST BE READY TO ADAPT TO THE CHANGING DYNAMICS OF THE CONFLICT. THERE HAS BEEN LENGTHY DEBATE IN OTTAWA OVER THE NATURE OF THIS DEPLOYMENT. WHETHER OR NOT, IT IS A COMBAT MISSION. WITH THE LATEST SHIFT COMES MORE QUESTIONS…>>YOU CANNOT PREDICT WHERE ISIS IS. AND HOW THEY ARE MOVING AROUND THE CITY. IT IS VERY CONCERNING THAT WE WEREN’T TOLD UP FRONT THE ROLE WE ARE PLAYING, AND THAT REFLECTS POORLY ON THE TRUDEAU GOVERNMENT.>>Reporter: THE CONSERVATIVES SAID THEY SUPPORT THE CANADIAN MISSION. THEY JUST WANT TO KNOW MORE ABOUT WHAT IS GOING ON. THE FIGHT FOR MOSUL COULD TAKE WEEKS OR EVEN MONTHS. AS IRAQI FORCES NOW WITH CANADIAN SUPPORT CONTINUE TO BATTLE ISIS. TOM PERRY, CBC NEWS, OTTAWA.>>Wendy: TODAY, A HALIFAX GANG MEMBER WAS SENTENCED TO 7 YEARS IN PRISON FOR SEXUAL ASSAULTING A GIRL OF JUST 14. AND FORCING HER INTO PROSTITUTION. IT WAS THE FIRST CONVICTION EVER FOR HUMAN TRAFFICKING IN NOVA SCOTIA. HE IS ONLY BEHIND BARS BECAUSE OF THE DETERMINATION AND BRAVERY OF THE YOUNG TEEN AND HER FAMILY. THE CBC’S ANGELA McIVER EXPLAINS.>>Reporter: OWEN GIBSON-SKEIR HAD NOTHING TO SAY IN COURT AS HE WALKED FROM COURT TO PRISON. A BIG RELIEF FOR THE YOUNG VICTIM. HER MOTHER SPOKE EXCLUSIVELY TO CBC NEWS. HER IDENTITY SEALED.>>Interview: WE HAD TO HAVE THE WINDOWS CLOSED AND THE DOORS LOCKED LIKE WE WERE HIDING. IT WAS CRAZY. IT WAS SCARY.>>Reporter: THE YOUNG GIRL MET GIBSON-SKEIR LAST WINTER. HE FORCED HER INTO PROSTITUTION OVER A TWO MONTH PERIOD. HE TOOK THE 14-YEAR-OLD TO HOTELS ACROSS HALIFAX AND KEPT ALL OF HER MONEY. HER FAMILY WENT TO POLICE AFTER GIBSON-SKEIR TEXTED A PHOTO OF A TATTOOED HAND HOLDING A GUN. HE WANTED THE GIRL TO PAY $10,000 AS AN EXIT FEE. THE COURT HEARD HOW HE OFTEN SLAPPED, CHOKED AND SEXUALLY ASSAULTED HER.>>Interview: IT IS HARD TO HEAR DETAILS OF WHAT THE CREEP HAS DONE TO YOUR DAUGHTER. ESPECIALLY THE DETAILS OF THIS CASE. IT WAS HEARTBREAKING.>>Reporter: GIBSON-SKEIR PLEADED GUILTY LAST DECEMBER AND THEN PROCEEDED TO THREATEN HIS VICTIM IN OPEN COURT. HE MADE A GUN GESTURE AND POINTED AT THE GIRL MOUTHING THE WORDS I WILL SEE YOU. THAT LED TO TWO MORE CHARGES FOR UTTERING THREATS AND INTIMIDATION OF A WITNESS. HE WILL BE IN COURT ON THOSE CHARGES NEXT MONTH. THE CROWN ATTORNEY SAID TODAY’S SENTENCING IS A HUGE WIN BECAUSE HUMAN TRAFFICKING CASES OFTEN GET DROPPED.>>Interview: THE MOST DIFFICULT THING WITH THESE TYPES OF CASES IS TO HAVE OUR VICTIMS COME FORWARD. AND TO HAVE THEM HAVE THE STRENGTH AND THE COURAGE TO BE ABLE TO STAND UP IN COURT AND TALK ABOUT SOME ABSOLUTELY HORRIFIC HUMAN BEHAVIOUR THAT HAS HAPPENED TO THEM.>>Reporter: SINCE 2005, THERE HAVE ONLY BEEN 115 CONVICTIONS OF HUMAN TRAFFICKING ACROSS CANADA. THIS MARKS NOVA SCOTIA’S FIRST SUCCESSFUL CASE. THE GIRL’S MOTHER SAID THE FOCUS NOW IS REPAIRING THE DAMAGE.>>Interview: SHE TALKS SHE WANTS TO — SHE MAY HAVE GOOD DAYS AND WILL SAY A LITTLE MORE. SOME DAYS SHE WON’T TALK ABOUT IT AT ALL. THAT IS OKAY TOO.>>Reporter: AFTER THE SENTENCING TODAY, THE YOUNG GIRL WAS CRYING AS SHE WALKED OUT OF THE COURTROOM. SHE SAID SHE IS GLAD THIS WHOLE THING IS OVER. SHE HOPES IT GIVES OTHER VICTIMS THE COURAGE TO COME FORWARD TOO. CBC NEWS, HALIFAX.>>Wendy: AN EDMONTON MAN CONVICTED OF FIRST DEGREE MURDER IN A VIOLENT STABBING WAS TODAY SENTENCED TO TWO CONCURRENT LIFE TERMS. PASIEKA WHO HAS SCHIZOPHRENIA ATTACKED 6 OF HIS COLLEAGUES THREE YEARS AGO. TWO DIED, THE OTHERS WERE SERIOUSLY HURT. PASIEKA WILL NOT BE ELIGIBLE FOR PAROLE FOR 25 YEARS.>>>COMING UP, IT TOOK A LOT OF GOVERNMENT MONEY TO MAKE THE OILSANDS PROFITABLE.>>Interview: THE SAME THING NEEDS TO BE DONE FOR GREEN TECHNOLOGY.>>Wendy: THE U.S. REKINDLES THE LOVE OF FOSSIL FUELS, WE LOOK AT CANADA’S CLEAN ENERGY INDUSTRY.>>IT IS UNFORTUNATE THAT PEOPLE TRIED TO REWRITE HISTORY.>>Wendy: A CBC SERIES RAISES IRE IN THE MARITIMES.>>>McDONALD’S CANADA SAID THE CAREER SECTION OF THE WEBSITE WAS THE TARGET OF A CYBERATTACK. THE BREACH AFFECTS NEARLY 100,000 PEOPLE WHO HAVE APPLIED FOR JOBS ONLINE IN THE LAST THREE YEARS. AND INCLUDES NAMES, PHONE NUMBERS, ADDRESSES, AND EMPLOYMENT HISTORIES. THE COMPANY SAID THE SITE DOES NOT COLLECT SOCIAL INSURANCE NUMBERS, BANKING OR HEALTH INFORMATION. IT DOES NOT HAVE ANY EVIDENCE THE INFORMATION WAS MISUSED.>>>IT HAS BEEN AN UNCERTAIN TIME FOR THE CANADIAN ECONOMY. TODAY, A BRIGHT SPOT. THE LATEST GDP NUMBERS ARE OUT. THEY SURPASS EXPECTATIONS. A CLOSER LOOK AT WHAT IS DRIVING THE UPSWING.>>Reporter: IT IS ALL SMILES AT THE WINDSOR MANUFACTURING PLANT. THE FACILITY IS RIDING HIGH THANKS IN PART TO THE ECONOMY. ENOUGH TO INVEST IN A $9 MILLION EXPANSION. BUSINESS IS SO GOOD, THEY CAN’T KEEP UP.>>Interview: YOU ARE SEEING TWO THINGS, GROWTH AND HYPER GROWTH. WE ARE EXPERIENCING HYPER GROWTH.>>Reporter: THAT IS SEEN IN OTHER SECTORS, INCLUDING WHOLESALE TRADE, RETAIL, CONSTRUCTION, OIL AND GAS. THE GDP GROWTH WAS 0.6%. THAT IS DOUBLE WHAT WAS FORECAST BY ANALYSTS. IN TORONTO, THIS MORNING, THE PRIME MINISTER LAUDED HIS GOVERNMENT’S FOCUS ON THE ECONOMY.>>Prime Minister Justin Trudeau: THE CHOICES WE ARE MAKING ARE INVESTING IN CANADIANS, INVESTING IN THE MIDDLE CLASS, INVESTING IN THE FUTURE BECAUSE THAT WILL LEAD TO STRONGER GROWTH AND THAT’S WHAT CANADIANS NEED.>>Reporter: BUT THIS ECONOMIST SAID THE GROWTH IS SEPARATE FROM THE GOVERNMENT’S STIMULUS.>>Interview: THIS IS NOT A PUBLIC SECTOR STORY. IT IS NOT INFRASTRUCTURE SPENDING. THIS IS FOR REAL. WE HAVE SEEN IT OVER A NUMBER OF MONTHS.>>Reporter: THE OVERALL ECONOMY HAS DONE FAR BETTER IN THE PAST 6 MONTHS THAN EXPECTED. FORCING MANY ECONOMISTS TO REVISE THEIR GROWTH OUTLOOK. BUT SOME ARE CAUTIONING THAT THE COLD, HARD NUMBERS DO NOT TELL THE WHOLE STORY. ONE EXAMPLE IS THE GDP NUMBERS SHOW AN INCREASE IN RESOURCE CONSTRUCTION, DESPITE THE LOW GLOBAL PRICE OF OIL.>>YOU CAN HAVE A RISE IN OIL PRODUCTION AND, MEANWHILE, THE INDUSTRY COULD BE STRUGGLING. I WOULD CAUTION THAT YOU DON’T NECESSARILY GET A GOOD READING ON HOW THE HEALTH OF THAT SECTOR IS DOING BASED ONLY ON THE GDP NUMBERS.>>Reporter: WHETHER THE NUMBERS ARE A BLIP OR NOT WILL NOT MATTER IN THE SHORT-TERM. BRIAN BENDICK SAID HIS COMPANY IS MINDFUL OF ECONOMIC CHANGES TO WITHSTAND BUMPS IN THE ROAD. MANY ECONOMISTS BELIEVE THAT IS A WISE STRATEGY. AS GLOBAL FACTORS, INCLUDING UNCERTAINTY WITH NAFTA AND A SLOWDOWN IN CHINA, COULD HAVE A STRONG INFLUENCE LATER THIS YEAR. CBC NEWS, TORONTO.>>Wendy: U.S. PRESIDENT DONALD TRUMP’S NEW EXECUTIVE ORDERS COULD IMPACT TRADE WITH CANADA. HE WANTS A STUDY HOW 16 COUNTRIES “TAKE ADVANTAGE OF THE U.S. ECONOMY.” POLITICS ASIDE, THE UNITED STATES DOES HAVE BIG TRADE DEFICITS WITH OTHER NATIONS. THE U.S. IMPORTED $2.2 TRILLION IN PRODUCTS LAST YEAR. EXPORTS WERE JUST 1.5 TRILLION. THE BIGGEST INDIVIDUAL GAP BY FAR WAS WITH CHINA. $347 BILLION FOR 2016. SECOND AND THIRD WERE JAPAN AND GERMANY. CANADA IS ON THE LIST TOO. BUT AT THE BOTTOM. WE EXPORTED $11 BILLION WORTH OF GOODS. MORE THAN WE BROUGHT IN FROM THE UNITED STATES.>>>AND IT WAS NOT JUST AGGRESSIVE TRADE TALK OUT OF WASHINGTON TODAY. THE PRESIDENT ALSO WEIGHED IN ON THE LEGAL STATUS OF A MAN HE FIRED. MICHAEL FLYNN HAS ASKED FOR IMMUNITY IN EXCHANGE FOR HIS TESTIMONY ABOUT RUSSIAN CONTACTS. HIS OLD BOSS DOES NOT SEEM OPPOSED TO IT. LYNDSAY DUNCOMBE HAS THE LATEST.>>Reporter: JUST BY ASKING FOR IMMUNITY FROM PROSECUTION, MICHAEL FLYNN INVITES SUSPICION.>>PEOPLE DON’T ASK FOR IMMUNITY GENERALLY UNLESS THEY HAVE SOMETHING IMPORTANT TO IMPART.>>Reporter: FLYNN’S LAWYER SAID HE SURE DOES. WRITING IN A STATEMENT THE RETIRED GENERAL HAS A STORY TO TELL AND VERY MUCH WANTS TO TELL IT. FLYNN WOULD HAVE INSIDE CAMPAIGN INFORMATION. HE WAS A RALLY FIXTURE, CLOSE TO TRUMP. TRUSTED ENOUGH TO GET THE JOB OF KEEPING THE UNITED STATES SAFE. FLYNN’S TENURE AS NATIONAL SECURITY ADVISOR LASTED 24 DAYS. HE MISLED THE WHITE HOUSE ABOUT CONVERSATIONS HE HAD WITH THE RUSSIAN AMBASSADOR. BUT IS HE GUILTY OF ANYTHING? IT IS EASY TO SEE WHY SOME PEOPLE MAY THINK SO. JUST LISTEN TO WHAT FLYNN HIMSELF SAID ABOUT HILLARY CLINTON’S E-MAILS.>>WHEN YOU ARE GIVEN IMMUNITY, THAT MEANS YOU PROBABLY COMMITTED A CRIME.>>Reporter: TRUMP SEEMED TO AGREE.>>IF YOU ARE NOT GUILTY OF A CRIME, WHAT DO YOU NEED IMMUNITY FOR.>>Reporter: ON TWITTER TODAY, TRUMP IMPLIED… FR — CONGRESSIONAL OFFICIALS APPEARED TO DISMISS FLYNN’S REQUEST AND SOME EXPERTS SUGGEST IF HE REALLY HAD ANYTHING, NONE OF THIS WOULD BE SO PUBLIC. MEANWHILE, THERE ARE MORE QUESTIONS ABOUT HOW EFFECTIVE THE INVESTIGATIONING CAN BE. REMEMBER LAST WEEK, WHEN DEVIN NUNES MARCHED TO THE WHITE HOUSE WITH INVESTIGATIVE REPORTS THAT MAY HAVE APPEARED TO BACK UP TRUMP’S CLAIMS HE WAS WIRETAPPED BY BARAK OBAMA. THERE ARE REPORTS THAT INFORMATION CAME FROM, WAIT FOR IT, OFFICIALS INSIDE THE WHITE HOUSE. MAKING THE WHOLE THING LOOK LIKE A TRUMP-FRIENDLY MEDIA STUNT. NOT SO SAID SEAN SPICER.>>WHAT HE SAID AND WHO HE MET WITH WAS 100% PROPER.>>Reporter: ALL OF THIS HAS AMERICANS ASKING WHO CAN THEY TRUST TO GET TO THE BOTTOM OF RUSSIAN INVOLVEMENT IN THE CAMPAIGN. CALLS FOR AN INDEPENDENT PROSECUTOR HAVE NOT GONE ANYWHERE, AT LEAST NOT YET.>>Wendy: AS MICHAEL FLYNN ATTEMPTS TO GET IMMUNITY, IT IS WORTH NOTING HE HAS TWO DIFFERENT OPTIONS. THE FIRST IS TRANSACTIONAL IMMUNITY. THINK LAW AND ORDER. A CHARACTER MAY GET AN OFFER LIKE WE WON’T PROSECUTE YOU IF YOU TESTIFY AGAINST YOUR FORMER MOB BOSSES. FLYNN IS UNLIKELY TO GET THIS KIND BECAUSE HE IS ALREADY UNDER F.B.I. INVESTIGATION. THE OTHER TYPE IS USE IMMUNITY. WHICH CONGRESS CAN OFFER WITH SUPER MAJORITY SUPPORT. BUT IT COMES WITH A RISK. IT WOULD NOT SAVE FLYNN FROM PROSECUTORS LATER ON, AS LONG AS THEY DON’T USE ANY OF HIS CONGRESSIONAL TESTIMONY.>>>PROTESTS ERUPTEDED IN VENEZUELA TODAY AS A POLITICAL CRISIS THERE DEEPENS. DEMONSTRATORS ACCUSE THE PRESIDENT OF STAGING A COUPE. VENEZUELA SUPREME COURT SEIZED ALL LEGISLATIVE POWER FROM THE NATIONAL ASSEMBLY IN A RULING ON WEDNESDAY.>>>MONTREAL’S POLICE CHIEF MADE A TROUBLING ADMISSION TODAY. HE SAID THE CULTURE WITHIN HIS FORCE MUST CHANGE. TO RESTORE THE PUBLIC’S CONFIDENCE AFTER A SERIES OF SCANDALS. HE LAID OUT A DETAILED PLAN TO FIX THE PROBLEMS. BUT VETERANS OF THE FORCE ARE SPEAKING OUT SAYING IT IS NOT ENOUGH. ALISON NORTHCOTT REPORTS.>>Reporter: HE WAS A MONTREAL POLICE OFFICER FOR NEARLY 30 YEARS AND ALLEGES THE INTERNAL AFFAIRS DEPARTMENT FABRICATED EVIDENCE TO DISCREDIT HIM.>>THEY WROTE A FAKE REPORT ON ME. CLAIMING I WAS LINKED TO ORGANIZED CRIME.>>Reporter: HE IS ONE OF SEVERAL FORMER OFFICERS TO COME FORWARD WITH SIMILAR ALLEGATIONS. IN ONE CASE, THE OFFICER SUSPECTED THEY WERE TARGETED BECAUSE THEY LOOKED INTO ALLEGED CORRUPTION WITHIN THE FORCE. THAT PROMPTED QUEBEC’S PUBLIC SECURITY MINISTER TO CALL ON OTHER POLICE FORCES TO INVESTIGATE THE ALLEGATIONS. AND HE ORDERED MONTREAL’S POLICE CHIEF TO COME UP WITH A PLAN TO RESTORE PUBLIC TRUST. TODAY, THE CHIEF MADE THAT PLAN PUBLIC. AND SAID HE NEEDS TO UNDO A DAMAGING CULTURE AND RIVAL FACTIONS WITHIN HIS RANKS.>>A DIFFERENT TEAM IN THE INVESTIGATION PART, MAYBE FACTION A & B. MAYBE USING INTERNAL AFFAIRS TO RESOLVE DIFFERENT PROBLEMS.>>Reporter: PICHET IS CHANGING HOW THE FORCE IS ORGANIZED AND THAT INCLUDES MORE OVERSIGHT AND A REVIEW OF INTERNAL AFFAIRS. THE FORCE HAS BEEN ROCKED BY A SERIES OF RECENT SCANDALS INCLUDING REVELATIONS THAT INVESTIGATORS SPIED ON JOURNALISTS. PICHET SAID MANY OF THE MEASURES HE PROPOSES START NOW. HE SAID IT COULD TAKE FIVE TO TEN YEARS TO CHANGE THE CULTURE.>>Interview: THERE ARE THINGS THAT WILL TAKE MORE TIME, WE KNOW. FOR US, TEN YEARS, IT IS TOO MUCH FOR US.>>Reporter: MONTREAL’S MAYOR AND THE PROVINCE’S PUBLIC SECURITY MINISTER SAID THEY SUPPORT THE CHIEF’S PLAN. BUT FOR PILETTI IT FALLS SHORT. HE WANTS A PUBLIC INQUIRY.>>Interview: YOU TALK ABOUT CULTURE AND CHANGING THE DIAGRAM AND THE STRUCTURE OF THE POLICE DEPARTMENT, THEY DON’T DO THE ME ACULPA, THEY BLAME EVERYONE ELSE.>>Reporter: SOME OFFICERS COULD FACE CRIMINAL CHARGES AS PART OF AN INVESTIGATION BY PROVINCIAL POLICE.>>Wendy: STRAIGHT AHEAD, A CBC HISTORY SERIES STIRS ANGER IN NOVA SCOTIA. [theme] I’m sure that you agree,
that we should talk frankly to each
other. Frankness, in good spirits,
is a measure of friendship. The issues and irritants that
inevitably affect
all neighbours, are small indeed, in comparison
with the issues
that we face together. Our friendship is deep and our
understanding is great but we have
many problems of course. Narrator: ..but a day which also
saw what looked like the beginning of a fundamental
friendship between Mr. Trudeau
and President Nixon. This is a new era
of consultation, and we hope
cooperation. [a loud din from crowd] Narrator: Some American
officials seemed appalled as Canadian security allowed
demonstrators within yards of the first meeting between
Prime Minister Trudeau and the President. Canadians, expect much
of Americans, but more important, Canadians have
faith in the Americans. Narrator: The Prime Minister was
here to tell President Reagan what he was telling Canadian
voters for the past few months. That he wants to restore,
not just good relations, but what he called “super
relations” between Canada
and the U.S. From President Clinton there
was no limit to the praise and the admiration
he expressed for Prime Minister
Chrétien. Under your wise leadership,
Prime Minister, relations between
the United States and Canada have never been closer
or more constructive. He is a good guy. I enjoyed
to meet with him. Narrator: Four years and three
weeks, and two days since first being elected
U.S. President and George Bush said
“Hello” to Canada. I frankly felt like the
reception we received on the way in from the airport was
very warm and hospitable and I want to thank the Canadian
people that came out to wave… ..with all
five fingers. For ah…. [hearty laughter from audience] [in unison]
Obama! Obama! Narrator: The purpose of the
trip was that Stephen Harper and Barack Obama have some
time to get to know each other and discuss whether they shared
an agenda and some objectives. I came to Canada, on my first
trip as President, to underscore the closeness and importance of
the relationship between our two nations. We see ourselves
in each other – we’re guided by
the same values. And like all great
enduring friendships, at our best, we bring out
the best in one another. [theme]>>Wendy: FLOOD CONCERNS ARE ON THE RISE IN SOUTHERN MANITOBA. ALONG WITH THE RED RIVER. HIGH WATER LEVELS TRIGGERED THE ACTIVATION OF THE RED RIVER FLOOD WAY TODAY. WHICH DIVERTS WATER AROUND WINNIPEG. NORTH OF WINNIPEG, ICE JAMS ARE THE PROBLEM AND COULD CAUSE FLOODING NEAR SELKIRK.>>>POWERFUL WINDS PUSHED SEA ICE DEEP INTO St. JOHN’S HARBOUR TODAY. A SIGHT NOT SEEN IN NEWFOUNDLAND IN DECADES. A CHANCE FOR A REFRESHER ABOUT THE COUNTRY’S EARLY DAYS. BUT A NEW SERIES AIRING ON THE CBC IS BEING CRITICIZED, AMONG OTHER THINGS, FOR STARTING THAT HISTORY FURTHER WEST THAN IT SHOULD BE. TOM MURPHY EXPLAINS.>>TO CREATE THREE FORMIDABLE STRUCTURES.>>Reporter: IT HAS THE BELLS AND WHISTLES AS TV PRODUCTIONS GO. INCLUDING THE DRAMATIC RECREATION OF THE BUILDING OF A SETTLEMENT IN QUEBEC. IT IS THIS LINE.>>IT IS THE FIRST PERMANENT SETTLEMENT IN CANADA.>>Reporter: THAT IRKED SO MANY. PEOPLE LIKE THE PREMIER OF NOVA SCOTIA…>>IT IS UNFORTUNATE THAT PEOPLE TRIED TO REWRITE HISTORY. THE FACT OF THE MATTER IS, CANADA WAS FOUNDED HERE, MULTICULTURAL CANADA BEGAN HERE IN PORT ROYAL.>>Reporter: EQUALLY MISSED, THE MAYOR OF NEARBY ANNAPOLIS ROYAL.>>WE CONSIDER OURSELF THE CRADLE OF THE NATION. THIS IS ONE OF THE SITES WHERE GLOBAL EMPIRES FOUGHT AND STRUGGLED FOR CONTROL OF THE NEW WORLD. AND SO WE TAKE EXCEPTION TO THAT FIRST EPISODE.>>Reporter: THE PRODUCERS OF CANADA, THE STORY OF US, SAID THEY DEALT WITH NUMEROUS HISTORIANS AND CONSULTANTS IN THE MAKING OF THE PRODUCTION. WHICH BY THE WAY, THEY SAID IS NOT INTENDED TO BE A COMPREHENSIVE AND LINEAR ACCOUNT OF CANADA’S HISTORY, BUT RATHER STORIES OF A FEW EXTRAORDINARY PEOPLE AND EVENTS.>>QUEBEC WILL BECOME THE CAPITAL OF NEW FRANCE.>>Reporter: FOR THE DEPICTION OF QUEBEC CITY, THEY CHOSE TO DEFINE PERMANENT AS DEMONSTRATED BY THE CONTINUOUS POPULATION YEAR-ROUND AND THEIR ABILITY TO ENSURE THE HARSH WINTERS OF 1608 ONWARD. UNLIKE SUCH PLACES AS PORT ROYAL.>>THERE IS NO QUESTION THERE WAS CONTINUITY AT PORT ROYAL.>>Reporter: THE HISTORIAN SAID THERE IS AN ARGUMENT TO MAKE THAT PORT ROYAL WAS THE FIRST PERMANENT SETTLEMENT. BUT THE BIGGER ISSUE FOR HIM, HE SAYS, IS THAT NOT MENTIONING IT AT ALL GIVES AN INCOMPLETE PICTURE OF OUR HISTORY.>>Interview: WHAT I AM SAYING IS THAT IF THE HISTORY OF THE St. LAWRENCE VALLEY IS TAKEN IN ISOLATION, THEN THE BROADER REALITY OF THE PAST IS DISTORTED.>>Reporter: THE CBC SAID THERE WILL BE MORE STORIES ABOUT WHAT IS NOW ATLANTIC CANADA IN UP COMING EPISODES, EVEN AS CALLS FOR CORRECTIONS FOR THE FIRST EPISODE GROW.>>Wendy: NOW, STAY TUNED FOR A TIMELY LOOK AT CANADA’S CLEAN ENERGY SECTOR.>>WE END UP GROWING COMPANIES THAT REACH A CERTAIN SIZE AND THEN THEY STALL. THEY DON’T GET BIGGER.>>Wendy: THE INDUSTRY HAS PLENTY OF PROMISE. WHAT ARE THE FORCES KEEPING IT IN CHECK?>>>PLUS, REX LIGHTS UP YOUR FRIDAY NIGHT.>>>LET’S CHECK THE BUSINESS NUMBERS. THE TSX FELL 31 POINTS. THE DOLLAR ROSE 2/10th OF A CENT. IN NEW YORK, THE DOW LOST 65 POINTS. THE PRICE OF OIL WENT UP $0.25 A BARREL.>>President Donald Trump: THE ACTION I AM TAKING TO WILL ELIMINATE FEDERAL OVERREACH. RESTORE ECONOMIC FREEDOM.>>Wendy: THIS WEEK, DONALD TRUMP MADE HIS PRIORITIES CLEAR. ATTACKING POLICIES DESIGNED TO HELP HIS COUNTRY REDUCE GREENHOUSE GAS EMISSIONS IN HOPES OF CREATING JOBS IN THE STRUGGLING AMERICAN COAL INDUSTRY. WHAT IS GOOD FOR U.S. COAL AND BAD FOR THE ENVIRONMENT MAY BE GOOD FOR A CANADIAN INDUSTRY THAT IT IS FIGHTING CLIMATE CHANGE.>>President Donald Trump: I AM TAKING HISTORIC STEPS TO LIFT, TO CANCEL JOB KILLING REGULATION.>>Wendy: DONALD TRUMP WITH AN EXECUTIVE ORDER TOOK A WRECKING BALL TO OBAMA ERA RULE.>>President Donald Trump: CLEAN COAL. REALLY CLEAN COAL.>>CLEAN TECH AND RESPONSE RESOURCE DEVELOPMENT WILL PRESERVE OUR ENVIRONMENT FOR FUTURE GENERATIONS.>>Wendy: ONLY DAYS EARLIER, THE LIBERAL GOVERNMENT ANNOUNCED A BUDGET WITH HUNDREDS OF MILLIONS OF DOLLARS FOR CLEAN TECHNOLOGY DEVELOPMENT.>>AND RESTATE OUR CLAIM AS A LEADING SUPPLIER OF ENERGY TO THE WORLD FOR THE NEXT 150 YEARS.>>Wendy: AS THE CLIMATE CHANGES, TWO COUNTRIES HAVE DIFFERENT PATHS. CANADIAN COMPANIES SEE AN OPPORTUNITY.>>BACKING OFF ON CLIMATE, I THINK IT IS MORALLY REPREHENSIBLE. THERE IS NO OTHER WAY TO POSITION THAT. THE U.S. BACKING OFF ON CLEAN TECH, THE SUPPORT FOR THE INDUSTRY IS AN ENORMOUS OPPORTUNITY FOR CANADA. I THINK WE ARE VERY CAPABLE OF EATING THEIR LUNCH AND TAKING MARKET SHARE FROM THE AMERICANS IF THEY TAKE THE EYE OFF THE CLEAN TECH BALL.>>Wendy: PRIVATE ENTREPRENEURS SAID NOW MORE THAN EVER, MEETING CANADA’S PARIS TARGETS COULD BE VIRTUOUS AND PROFITABLE.>>WHAT IS DIFFERENT NOW IS THE PRICE IS COMING DOWN RAPIDLY. SOLAR IS ROUGHLY AT SCALE. $0.50 A WATTS, INSTEAD OF 4 BUCKS TEN YEARS AGO. THE PRICE HAS DROPPED PRECIPITOUSLY. AND ENERGY STORAGE IS COMING INTO PLAY. IF YOU CAN BUILD THEM CHEAPLY AND COMBINE THEM WITH CHEAP SOLAR, THERE IS NOT A LIMIT TO RENEWABLES TO PUT ON THE GRID. WE CAN PUSH FOSSIL FUELS OUT OF THE WAY. CANADA HAS MANY OF THOSE HORSES IN THE RACE.>>Wendy: CANADA HAS BEEN NURTURING A CLEAN TECHNOLOGY INDUSTRY FOR OVER A DECADE, WITH A POLICY OF MASSIVE PUBLIC INVESTMENT.>>WE ARE ANNOUNCING THE SUSTAINABLE TECHNOLOGY DEVELOPMENT FUND. GETTING THE COMPANIES UP AND RUNNING TO PROVE THE CAPITAL INTENSIVE TECHNOLOGY.>>Wendy: PLAYERS ON CANADA’S FARM TEAM RARELY BREAK INTO THE BIG LEAGUES. ACCORDING TO INDUSTRY THINK-TANKS, IN RECENT YEARS, CANADA’S CLEAN TECH EXPORTS HAVE LOST GLOBAL MARKET SHARE.>>Interview: IN CANADA WE ARE GOOD AS GROWING SAPLINGS, I MEAN WE ARE GOOD AT INCUBATING COMPANIES AND STARTING THEM AND PROVIDING THE SORT OF FUNDING, AND WHAT HAPPENS IS WE END UP GROWING COMPANIES THAT REACH A CERTAIN SIZE AND THEN THEY STALL. THEY DO NOT GET BIGGER.>>Wendy: START-UPS CAN SPROUT LIKE SPRING FLOWERS, THERE ARE 774 CANADIAN COMPANIES AT LAST COUNT, GLOBAL COMPETITION IS TOUGH. AND BECAUSE CANADA DOESN’T HAVE A BURNING NEED FOR MORE POWER, THE CLEAN TECH INDUSTRY CANNOT RELY ON LOCAL DEMAND.>>Interview: A LOT OF EMBEDDED INFRASTRUCTURE. THERE IS AN ENORMOUS AMOUNT OF ENERGY FLOWING THROUGH AN EXISTING SYSTEM. IN A PLACE LIKE INDIA OR PAKISTAN WHERE YOU BUILD A NEW GRID, MOST OF WHAT IS GOING UP IS RENEWABLES. RENEWABLES PLAYS A BIG PART IN THOSE PARTS OF THE WORLD. WHERE YOU HAVE AN EXISTING GRID, IT IS HARD TO TURN THAT MACHINERY OFF. THERE ARE VESTED INTEREST AND CAPITAL EQUIPMENT UP AND RUNNING. THERE ARE WAYS OF DOING BUSINESS. IT IS ALREADY TO TURN THAT MACHINERY OFF ONCE IT IS TURNED ON.>>Prime Minister Justin Trudeau: WE ARE MAKING IMMEDIATE INVESTMENT TO SUPPORT CLEAN TECH RESEARCH AND DEVELOPMENT.>>Wendy: AT THIS STAGE OF THE GAME, THE INDUSTRY STILL RELIES ON GOVERNMENT. RIGHT NOW, TRUDEAU SEEMS TO BE A FRIEND.>>Interview: WHAT THE PRIVATE SECTOR NEEDS TO MAKE THE RIGHT DECISION, TO MAKE DECISIONS ABOUT LOW CARBON INFRASTRUCTURE RATHER THAN HIGH CARBON IS HAVE A SIGNAL IN PLACE, A MARKET SIGNAL IN PLACE. WE NEED A ROBUST PRICE ON CARBON. NOW, THE PRICE THAT WE ARE PUTTING IN PLAY IN CANADA IS A TEPID SIGNAL.>>Prime Minister Justin Trudeau: THE PRICE ON CARBON POLLUTION SHOULD START AT A MINIMUM OF $10 PER TON.>>Wendy: AS OF 2018, THE PROVINCES HAVE BEEN GIVEN A CARBON PRICE TARGET OF $10 A TON. RISING EACH YEAR UNTIL IT REACHES 50 BUCKS BY 2022. THE CLEAN TECH INDUSTRY WOULD LOVE IT TO BE HIGHER.>>Interview: WE HAVE SUBSIDIES TO FOSSIL FUEL INDUSTRIES THAT ARE STILL SUFFICIENT ENOUGH THAT THEY WILL CANCEL OUT THE PRICE ON CARBON.>>Wendy: THE OIL AND GAS SECTOR RECEIVES MORE THAN $3 BILLION IN FEDERAL AND PROVINCIAL SUBSIDIES AND TAX INCENTIVES EVERY YEAR. DWARFING HANDOUTS TO CLEAN TECH. AND IT WAS GOVERNMENT THAT OPENED THE DOOR TO ALBERTA’S OILSANDS RICHES.>>OIL SEEPS OUT OF THE BANKS.>>Wendy: ALBERTA POURED MONEY INTO THE INITIAL RESEARCH THAT MADE OILSANDS DEVELOPMENT POSSIBLE.>>THIS CANADIAN OILSANDS PROJECT HAS BEEN DESCRIBED BY ONE PROVINCIAL GOVERNMENT OFFICIAL AS THE GREATEST SINGLE UNDERTAKING THERE HAS EVER BEEN IN ALBERTA.>>WE WILL MANDATE PETRO CANADA TO PARTICIPATE IN THE DEVELOPMENT OF THE TARSANDS AND HEAVY OIL.>>Wendy: IN THE 1980s, PETRO CANADA HAD AN EXPLICIT MISSION TO FOSTER OILSANDS DEVELOPMENT. AND OILSANDS CREWS WERE SHIELDED FROM SOME OF THE PRICE CONTROLS THAT DECIMATED THE REST OF THE INDUSTRY.>>Interview: THERE WAS A STRATEGY, A STRATEGY WAS DEVELOPED IN ORDER TO MAKE COST COMPETITIVE THE TECHNOLOGIES THAT WERE DEPLOYED IN THE OILSANDS. NOT LIKE LOANS AND GRANTS AND GOVERNMENT TAX REBATES, GO BY THE SLIPPERY TERM INVESTMENTS. AND ARE PARTNERED WITH AN EQUALLY DUBIOUS ONE OF INNOVATION. MY POINT, SUSIDIZING INDUSTRY IN CANADA IS AS OLD AS THE HILLS AND TWICE AS CROWDED. AND THERE IS NOTHING NEW UNDER THE INDUSTRY SUSIDIZING SUM. WELL, IF IT IS INNOVATION TO BAIL OUT BOMBARDIER ON A REGULAR BASIS, OR THE AUTO COMPANIES, THE WORD IS A SYNONYM FOR NOT AGAIN. PROPPING UP FAVOURED INDUSTRIES IS ABOUT AS INNOVATIVE AS HECKLING IN QUESTION PERIOD AND JUSTICE PRODUCTIVE.
