[♪♪♪]>>Peter: GOOD EVENING, I’M PETER MANSBRIDGE. AND THIS IS “THE NATIONAL.” [♪♪♪] THE GOVERNMENT STRESSES THE SAFEGUARDS IN ITS POT BILL.>>CREATES A NEW OFFENCE. A SERIOUS OFFENCE.>>Peter: HOW SAFE CANNABIS IS.>>IT CAN HAVE SERIOUS SIDE EFFECTS.>>>COULD THE GOVERNMENT AFFORD TO BREAK ANOTHER PROMISE OR WAS THIS A GIVEN FROM THE START.>>>REX IS HERE WITH HIS TONGUE FIRMLY IN HIS CHEEK ON THE ISSUE ON A PLEDGE NOT KEPT.>>>THE U.S. DROPS A WHOPPER OF A BOMB.>>>HIGHER HOPES FOR LIFE OUT THERE. BOB MacDONALD ON WHAT IT IS NOT.>>>IT HAS BEEN ONE OF THE MOST HIGHLY ANTICIPATED PIECES OF LEGISLATION TO BE TABLED IN RECENT MEMORY. THE GOVERNMENT’S PLAN TO MAKE MARIJUANA LEGAL. CBC NEWS HAS ALREADY REPORTED MUCH OF WHAT THE NEW LAW WILL INVOLVE, BUT SEVERAL NEW MEASURES WERE ANNOUNCED TODAY AS WELL. SPECIFICALLY, MAJOR OFFENCES AROUND POT AND YOUNG PEOPLE. AND DRIVING WHILE STONED. IT WILL BE ILLEGAL TO GIVE OR SELL POT TO ANYONE UNDER 18 OR TO USE ANYONE UNDER 18 TO COMMIT A MARIJUANA-RELATED OFFENCE. BOTH WOULD BE PUNISHABLE BY UP TO 14 YEARS IN JAIL. ON THE ROAD, THE POLICE WILL BE AUTHORIZED TO USE ROADSIDE SALIVA TESTS IF THEY SUSPECT A DRIVER IS IMPAIRED. HIGHER IMPAIRMENT OR THE ADDITION OF ALCOHOL FINES AND JAIL TIME. BUT THE LEGISLATION ALSO LEAVES MUCH UP TO THE PROVINCES TO REGULATE. AND QUESTIONS AROUND TAXATION AND LICENSING FEES REMAIN UNANSWERED. CATHERINE CULLEN BEGINS OUR COVERAGE THERE.>>THE LAW AS IT STANDS TODAY HAS BEEN AN ABJECT FAILURE.>>Reporter: THE FEDERAL GOVERNMENT SAID TOO MANY KIDS ARE SMOKING POT. TAKING CONTROL THROUGH LEGALIZATION WILL HELP.>>IT WILL DO A BETTER JOB OF PROTECTING OUR KIDS AND FIGHTING CRIME.>>Reporter: CLEARLY, THE LIBERALS BELIEVE THIS IS A BIG DEAL.>>TODAY IS AN IMPORTANT DAY.>>IT IS A VERY IMPORTANT DAY.>>IT IS AN IMPORTANT DAY.>>Reporter: EVEN AFTER PUBLIC CONSULTATIONS, A TASK FORCE REPORT AND A GAGGLE OF CABINET MINISTERS WORKING ON THE FILE, THERE ARE STILL MANY UNANSWERED QUESTIONS. MOST CANADIANS DON’T OPPOSE THE BROAD IDEA OF LEGALIZATION.>>Interview: I DON’T THINK IT IS THAT BAD. AS LONG AS YOU ARE RESPONSIBLE WITH IT.>>WHY NOT TRY IT IS MY POINT.>>Interview: AT LEAST IT CAN BE CONTROLLED AND YOU CAN MAKE SOME MONEY OFF OF IT.>>Interview: I DON’T LIKE THE IDEA.>>Reporter: THE CHALLENGE IS GETTING THE SPECIFICS RIGHT LIKE PRICE.>>THEY HAVE TO BE PRICED AT A LEVEL WHERE PEOPLE WILL NOT SAY IT IS CHEAPER TO GO ON THE STREET THAN IT IS TO PURCHASE IT THROUGH A LEGAL RETAILER.>>Reporter: PRICE FALLS TO THE PROVINCES AND WHERE POT IS SOLD, THE GOAL IS TO HAVE THE WHOLE SYSTEM IN PLACE BY JULY 2018.>>Interview: IT IS A BIT LAUGHABLE BECAUSE WITHOUT MONEY, THEY DO LEGALIZE, BUT WE WILL HAVE SO MUCH TO WORK.>>THE TIME LINES ARE AMBITIOUS. THE STAKES ARE THE HEALTH AND SAFETY OF THE ALBERTANS.>>Reporter: THE LIBERALS SAID IT MAY BE A LOT OF WORK, IT CAN AND IN FACT IT NEEDS TO BE DONE.>>WE CAN’T DRAG OUR FEET.>>Reporter: THE THINGS THE GOVERNMENT CANNOT CONTROL. LIKE THE IMPLICATIONS WHEN CROSSING THE BORDER.>>Interview: I WOULD LIKE TO KNOW BECAUSE YOU HAVE A LOT OF PEOPLE WHO ARE TRAVELLING THAT SIDE OF THE BORDER?>>Reporter: CAN CANADIANS BE TURNED BACK FOR ADMITTING THEY SMOKED LEGALLY IN CANADA. THE ANSWER IS MAYBE.>>Interview: EVERY SOVEREIGN COUNTRY HAS THE ABILITY AT THE BORDER TO MAKE THOSE DECISIONS FOR THEMSELVES.>>Reporter: JUSTIN TRUDEAU HAS SUGGESTED IN THE PAST THAT GOVERNMENT PROFITS FROM POT COULD GO TO ADDICTION SERVICES AND PUBLIC EDUCATION, BUT THERE WAS NO COMMITMENT TO THAT IN TODAY’S ANNOUNCEMENT. CATHERINE CULLEN, CBC NEWS, OTTAWA.>>Peter: BY THE WAY JUST TO RECAP THE MAIN POINTS OF THE LEGISLATION THAT WE HAVE BEEN REPORTING FOR A FEW WEEKS NOW. YOU NEED TO BE 18 OR OLDER TO BUY OR GROW YOUR OWN MARIJUANA. BUT INDIVIDUAL PROVINCES CANNOT RAISE THE MINIMUM AGE. YOU CAN HAVE 30 GRAMS ON YOU IN PUBLIC AND YOU CAN GROW 4 MARIJUANA PLANTS IN YOUR HOME FOR YOUR OWN USE.>>>THE GOVERNMENT SAYS ITS MAIN GOAL IS TO MAKE IT HARDER FOR PEOPLE UNDER 18 TO GET POT. THE DOCTORS SAID THEY WISH THE AGE HAD BEEN HIGHER. BECAUSE BRAINS DEVELOP UNTIL ABOUT AGE 25. BUT IT IS NOT JUST KIDS THEY ARE WORRIED ABOUT. AS CHRISTINE BIRAK TELLS US, THE DOCTORS WORRY MANY ADULTS DON’T REALLY KNOW THE RISKS ASSOCIATED WITH REGULAR POT USE.>>Reporter: WHEN IT IS LEGAL, A THIRD OF CANADIAN WOULD USE IT. MARIJUANA IS NOT ALWAYS A HARMLESS HIGH DOCTORS SAID.>>IT IS NOT AN INERT SUBSTANCE. IT IS NOT JUST SOMETHING THAT HAS ZERO AFFECTS ON PEOPLE.>>Reporter: HERE IS WHAT WE KNOW, THE DOCTORS SAID FOR THOSE LIVING WITH A DEBILITATING ILLNESS, MARIJUANA CAN OFFER RELIEF. IT CAN STIMULATE A SICK PATIENT’S APPETITE. EVERYONE ELSE, STUDIES SUGGEST REGULAR OR DAILY POT USE UNDER THE AGE 25 CAN PERMANENTLY STUNT BRAIN DEVELOPMENT, LOWERING IQ FOR LIFE. REGULAR USERS HAVE A HIGHER RISK OF DEVELOPING PHYCHOSIS OR TRIGGERING SCHIZOPHRENIA. ESPECIALLY IN TEENS WITH A HISTORY OF MENTAL ILLNESS. IT CAN RAISE DEPRESSION, PANIC ATTACKS AND HEART ATTACKS IN MIDDLE AGED MEN. THE EXPERTS ARE SEEING A GROWING NUMBER OF DEADLY STROKES IN YOUNG MEN USING MARIJUANA.>>Interview: THERE IS THE FALLACY THAT IT IS NOT ADDICTIVE. IT IS. I HAVE SEEN IT FIRSTHAND WITH INDIVIDUALS WHO REALLY STRUGGLE TO COME OFF.>>Reporter: AND THEN THERE ARE STONED DRIVERS. THE DOCTORS WORRY THE EDUCATION ASPECT IS NOT MOVING AS QUICKLY AS LEGALIZATION AND THE CANADIANS NEED TO STOP MINIMIZING THE RISKS.>>Interview: IF PEOPLE SAY YOU CAN’T DIE FROM AN OVERDOSE, I SAY, IT DOESN’T MATTER. YOU ARE JUST AS DEAD IF YOU DIE OF ONE OF THOSE OTHER CAUSES.>>Reporter: THE DOCTOR HAS STUDIED MARIJUANA FOR DECADES. HE SAID IT IS HIGH TIME CANADIANS WERE BETTER EDUCATED ON WHAT POT REALLY IS.>>Interview: IT IS A DRUG WHICH PROBABLY IN ITS BENEFITS IS NOT ALL THAT DIFFERENT FROM ALCOHOL.>>Reporter: AND HE ADDS POT IS STRONGER THAN EVER. IN SOME CASES, THE MEDICINAL COMPOUNDS ARE COMPLETELY GONE, MAKING WAY FOR MORE POWERFUL HIGH. DOCTORS SAID CANADIANS NEED TO LOOK AT MARIJUANA THE SAME WAY DRINKING ALCOHOL AND SMOKING CIGARETTES. FOR SOME OVERUSE CAN BE DANGEROUS AND EVEN DEADLY.>>Peter: CANADIANS WHO ARE LOOKING TO CASH IN ON LEGALIZED MARIJUANA DID NOT GET THE ANSWERS THEY WANTED TODAY. AS CATHERINE MENTIONED, IT IS LEFT UP TO THE PROVINCES TO DECIDE HOW THE POT WILL GET INTO THE HANDS. THE PREP WORK CONTINUES. RENEE FILIPPONE HAS THAT.>>ONE WEEK FROM NOW, THEY ARE A PLANT THIS BIG.>>Reporter: UNDER THE PURPLE GLARE OF LED LIGHTS, HE SHOWS OFF THE INDUSTRIAL SCALE OPERATION. MARIJUANA GROWN.>>Interview: EVERYTHING STARTS IN THE ROOM.>>Reporter: IT IS A CLOSED SYSTEM. THE FISH IN THE PONDS FERTILIZE THE PLANTS. AND THAT KEEPS COST DOWN.>>Interview: THE EFFICIENCY IS WHAT WE ARE WORKING TOWARD AND AIDS IN THE EFFICIENCY FOR US BECAUSE WE DO NOT HAVE FERTILIZER COSTS.>>Reporter: FOR MORE THAN A YEAR, GREEN LEAF IS A LICENCED GROWER. IT GOT APPROVAL TO SELL MEDICINAL MARIJUANA. DESPITE THE LACK OF DETAIL FOR NOW, THEY HAVE THEIR SIGHTS ON RECREATIONAL SALES AS WELL.>>Interview: AS LONG AS YOU PLAY IN THE RULES AND THE GUIDELINES OF THE PARAMETERS OF HEALTH CANADA SET OUT.>>Reporter: IT IS NOT THE ONLY COMPANY BETTING ON RECREATIONAL MARIJUANA. AND EVERY PRODUCER OR RETAILER, EVEN THOSE OPERATING OUTSIDE THE LAW RIGHT NOW, ARE WONDERING HOW THE BUSINESS OF POT WILL TAKE SHAPE.>>Interview: FOR A LOT OF CANNABIS COMPANIES, ESPECIALLY COMPANIES THAT FALL OUT OF THE LICENCE PRODUCER SYSTEM, DISPENSARIES AND CRAFT PRODUCERS, THERE IS A LITTLE BIT OF NERVOUSNESS IN THE AIR. THE PEOPLE ARE NOT SURE IF THEY WILL BE INCLUDED IN LEGALIZATION.>>Reporter: TODAY’S UNCERTAINTY HIT CANADIAN GROWERS ON THE STOCK MARKET. AS INVESTORS WORRY ABOUT HOW BIG THE RECREATIONAL MARKET WILL BE.>>Interview: THE EDIBLE ARE BIG THINGS WE NEED TO SHRINK THE BLACK MARKET.>>Reporter: WHEN IT COMES TO RETAIL, BRAVO KNOWS HOW HE WOULD LIKE TO GET THIS PRODUCT INTO THE HANDS OF CANADIANS.>>Interview: I WOULD PREFER TO HAVE MY OWN RETAIL OUTLET. I WOULD BE ABLE TO — I WOULD LIKE TO INTEGRATE MY PRODUCT TO RETAIL STORES BECAUSE I AM THE ONE THAT KNOWS MY GENETICS.>>Reporter: OF COURSE, IT WILL BE UP TO THE PROVINCES TO MAKE THAT DECISION. THE ACTUAL BUSINESS OF RECREATIONAL POT HAS NOT TAKEN SHAPE. [♪♪♪]>>Peter: COMING UP, “AT ISSUE” SAID ACTIONS SPEAK LOUDER THAN WORD.>>>THE LATEST ON THAT UNITED AIRLINES PASSENGER.>>HE LOST TWO FRONT TEETH.>>Peter: WHAT HAPPENED TO HIS TORMENTERS.>>>BOB MacDONALD IS OVER THE MOON ABOUT POSSIBLE ALIEN LIFE.>>>A WEEK AFTER IT LAUNCHED AIR STRIKES INTO SYRIA, THERE ARE MORE SIGNS THE U.S. CAN AND WILL USE ITS MILITARY STRENGTH. TODAY’S PROOF WAS NOT MERE FLEXING. IT USED THE MOST BOMB IN ITS ARSENAL TODAY. IT MAY HAVE BEEN A MESSAGE TO MORE THAN ONE OF THE COUNTRY’S ENEMIES.>>Reporter: TO BE CLEAR, IT WAS A STAPLE OF DONALD TRUMP’S CAMPAIGN FOR THE WHITE HOUSE.>>President Donald Trump: I WOULD BOMB THE HELL OUT OF ISIS.>>Reporter: THE ADMINISTRATION FOLLOWED THROUGH ON THIS. THIS IS NOT THE BOMB. BUT A VIDEO OF A TEST RUN FOR THE MOTHER OF ALL BOMBS. THE MOST POWERFUL NON-NUCLEAR BOMB IN THE U.S. MILITARY. NOT DEPLOYED UNTIL NOW. RIGHT THERE IN EASTERN AFGHANISTAN.>>WE TARGETED A SYSTEM OF CAVES THAT ISIS FIGHTERS USED TO MOVE AROUND FREELY. MAKING IT EASIER FOR THEM TO TARGET U.S. MILITARY ADVISORS AND AFGHAN FORCES IN THE AREA.>>Reporter: ON WHETHER HE OKAYED THE STRIKE, TRUMP SAID THIS AFTERNOON, THE U.S. MILITARY HAS HIS TOTAL AUTHORIZATION.>>President Donald Trump: WE HAVE INCREDIBLE LEADERS IN THE MILITARY. AND INCREDIBLE MILITARY. WE ARE VERY PROUD OF THEM. THIS WAS ANOTHER VERY, VERY SUCCESSFUL MISSION.>>Reporter: FOR THIS MISSION, THERE MAY HAVE BEEN IN A SENSE TWO TARGETS, ISIS FIGHTERS AND 5,000 KILOMETRES AWAY, NORTH KOREA. WHERE THERE ARE FEARS IT IS ABOUT TO CONDUCT ANOTHER NUCLEAR TEST. AND AS TENSIONS RISE OVER THAT, U.S. WARSHIPS UNDER TRUMP’S COMMAND REMAIN HEADED TOWARD THE REGION. THE QUESTION FOR TRUMP, WAS THAT MASSIVE BOMB IN AFGHANISTAN MEANT TO SEND A MESSAGE TO NORTH KOREA.>>President Donald Trump: IT DOESN’T MAKE A DIFFERENCE IF IT DOES OR NOT. THE PROBLEM WILL BE TAKEN CARE OF.>>Reporter: IT IS AN INTENSE WEEK FOR TRUMP, STARTING WITH LAST THURSDAY’S U.S. CRUISE MISSILE STRIKE IN SYRIA. ON THAT TODAY, BASHAR al-ASSAD POINTED FINGERS AT AMERICA.>>TO HAVE A PRETEXT FOR THE ATTACK. WE DON’T HAVE ANY CHEMICAL WEAPONS. WE GAVE UP OUR ARSENAL THREE YEARS AGO. EVEN IF WE HAVE THEM, WE WOULDN’T USE THEM.>>Reporter: AND AFTER ALL OF THAT, ONE DAY AFTER THE U.S. LABELLED ITS RELATIONSHIP WITH RUSSIA AS BEING AT AN ALL-TIME LOW IN PART BECAUSE OF ITS SUPPORT FOR SYRIA, FROM DONALD TRUMP TODAY, A TWEET… WITH THAT, AMID THE TENSIONS AND THE RHETORIC, TRUMP LEFT THE WHITE HOUSE TO SPEND THE WEEK AT HIS RESORT IN FLORIDA. AS MANY AMERICAN ARE NOTING, THE 7th SUCH WEEKEND AWAY IN HIS 12 WEEKS IN OFFICE. PETER PEER CONSIDERING THE MILITARY POWER OF THE U.S., YOU MAY THINK A SHOW OF FORCE FROM IT WOULD PUT FEAR INTO NORTH KOREA. BUT ON THE SURFACE, THE MOOD IN PYONGYANG IS FAR FROM SCARED. SASA PETRICIC IS THERE AND HE WAS ACCOMPANIED BY A GOVERNMENT REPRESENTATIVE AS HE GATHERED INFORMATION FOR THIS REPORT.>>Reporter: THERE HAVE BEEN THOUSANDS AND TENS OF THOUSANDS OF PEOPLE WHO HAVE BEEN STREAMING OUT ON TO THE STREETS. DRESSED IN THEIR BEST. CARRYING BALLOONS AND SLOGANS. THEY ARE HERE TO REHEARSE FOR THIS COUNTRY’S MOST IMPORTANT HOLIDAY CELEBRATION THIS WEEKEND. THE MARKING OF THE BIRTHDAY OF THE FOUNDER OF NORTH KOREA. BEYOND THAT, THIS IS ALSO A SIGN OF DEFIANCE. DEFIANCE AGAINST THE U.S. NAVAL STRIKE FORCE LED BY AN AIRCRAFT CARRIER WHICH IS POSITIONING ITSELF OFF THE KOREAN PENINSULA. THE U.S. PRESIDENT DONALD TRUMP VOWED TO PUNISH NORTH KOREA FOR DEVELOPING NUCLEAR WEAPONS AND THREATENING TO LAUNCH THEM AT THE U.S. BUT ON THE STREETS OF PYONGYANG, PEOPLE SAID THEY SUPPORT THEIR LEADERS STANDING UP TO WASHINGTON. I AM VERY PROUD OF THE NORTH KOREAN PEOPLE AND OUR LEADER KIM JUNG-UN FOR BEING STRONG WHICH WOULD, HE SAID. THERE IS DEFIANCE ALSO OF THE ECONOMIC SANKS WHICH HAVE PILED ON TO NORTH KOREA FOR YEARS NOW. AIMED AT PRESSURING PYONGYANG TO ABANDON NUCLEAR WEAPONS. THERE IS NO BEHIND HERE THAT THE WEAPONS PROGRAM WILL STOP. IN FACT, THERE ARE EXPECTATIONS THAT THERE WILL BE MORE TESTS WITHIN THE COMING DAYS, NOT VERY FAR FROM HERE. IN THE MEANTIME, THE CELEBRATION CONTINUES AND THE SIGNAL TO THE WORLD THAT THIS COUNTRY WILL CONTINUE TO DO WHAT IT INTENDS TO DO AND ACTUALLY CONTINUE BUILDING WHAT IT CONSIDERS TO BE EXTREMELY IMPORTANT FOR ITS OWN DEFENCE. SASA PETRICIC, CBC NEWS, PYONGYANG, NORTH KOREA.>>Peter: AT LEAST 24 PEOPLE ARE DEAD AFTER AN EXPLOSIVE CRASH IN MEXICO. THIS IS THE FIERY MESS LEFT BEHIND WHEN A BUS FULL OF PEOPLE COLLIDED WITH A FUEL TANKER. IN ADDITION TO THE DEAD, 9 PEOPLE WERE INJURED. SOME WITH SEVERE BURNS. THE CAUSE IS BEING INVESTIGATED.>>>POLICE IN ARIZONA RELEASED SHOCKING VIDEO OF A SHOOTING THAT COULD HAVE ENDED IN TRAGEDY. THAT IS A 4-YEAR-OLD GIRL DANCING AROUND A BARBER SHOP. AS SHE SITS DOWN, SHE LOOKS OUTSIDE THE WINDOW. THE SHOTS COME. TWO SPRAYS OF GLASS SEND HER RUNNING. THE AFTERMATH SHOWS JUST HOW CLOSE SHE CAME TO BEING KILLED. THE POLICE BELIEVE THE SHOOTING CAME AFTER AN ARGUMENT IN A TATTOO PARLOUR NEXT DOOR.>>>STRAIGHT AHEAD, THE PROMISE OF LIFE ON AN ICY MOON. BOB MacDONALD ON NASA’S BIG REVEAL. [theme] I’m sure that you agree,
that we should talk frankly to each
other. Frankness, in good spirits,
is a measure of friendship. The issues and irritants that
inevitably affect
all neighbours, are small indeed, in comparison
with the issues
that we face together. Our friendship is deep and our
understanding is great but we have
many problems of course. Narrator: ..but a day which also
saw what looked like the beginning of a fundamental
friendship between Mr. Trudeau
and President Nixon. This is a new era
of consultation, and we hope
cooperation. [a loud din from crowd] Narrator: Some American
officials seemed appalled as Canadian security allowed
demonstrators within yards of the first meeting between
Prime Minister Trudeau and the President. Canadians, expect much
of Americans, but more important, Canadians have
faith in the Americans. Narrator: The Prime Minister was
here to tell President Reagan what he was telling Canadian
voters for the past few months. That he wants to restore,
not just good relations, but what he called “super
relations” between Canada
and the U.S. From President Clinton there
was no limit to the praise and the admiration
he expressed for Prime Minister
Chrétien. Under your wise leadership,
Prime Minister, relations between
the United States and Canada have never been closer
or more constructive. He is a good guy. I enjoyed
to meet with him. Narrator: Four years and three
weeks, and two days since first being elected
U.S. President and George Bush said
“Hello” to Canada. I frankly felt like the
reception we received on the way in from the airport was
very warm and hospitable and I want to thank the Canadian
people that came out to wave… ..with all
five fingers. For ah…. [hearty laughter from audience] [in unison]
Obama! Obama! Narrator: The purpose of the
trip was that Stephen Harper and Barack Obama have some
time to get to know each other and discuss whether they shared
an agenda and some objectives. I came to Canada, on my first
trip as President, to underscore the closeness and importance of
the relationship between our two nations. We see ourselves
in each other – we’re guided by
the same values. And like all great
enduring friendships, at our best, we bring out
the best in one another. [theme]>>THEY ARE ONE OF THE BEST LOCATIONS, WE BELIEVE, THAT MAY HARBOUR LIFE TODAY.>>Peter: THE STUFF OF SCIENCE FICTION AND WHAT SCIENTISTS HAVE SEARCHED FOR DECADES. LIFE SOMEWHERE ELSE IN THE UNIVERSE. TODAY NASA ANNOUNCED IT FOUND THE BEST CLUE YET ON WHERE IT MIGHT BE. AND IT IS RIGHT HERE IN OUR OWN SOLAR SYSTEM. “THE NATIONAL” SCIENCE CORESPONDENT IS EXCITED ABOUT THIS. WHY IS THIS SO IMPORTANT AND WHAT WAS DISCOVERED?>>Interview: WHAT THEY FOUND IS EVIDENCE FOR AN LIFE FOR MOON ON ENCELADUS. THE ICE HAS CRACKS IN IT. IN SOME OF THE CRACKS, THE OCEAN IS LEAKING THROUGH, THROWING GUISERS. THE CHEMICALS INDICATE THERE IS SOMETHING GOING ON IN THE OCEAN. THE WATER GOES THROUGH THE ROCK, FORMS MINERALS THAT SPEW OUT INTO THE WATER. THIS IS VERY EXCITING BECAUSE WE HAVE SYSTEMS LIKE THIS ON EARTH. HYDRO VENTS ON THE BOTTOM OF OUR OCEANS AND THERE ARE BACTERIA THAT LIVE ON THE CHEMICALS AND OTHER CREATURES LIKE CLAM AND SHRIMP THAT LIVE ON THE BACTERIA. ENTIRE ECOSYSTEMS IN TOTAL DARKNESS. THEY LIVE ON CHEMOSYNTHESIS. RATHER THAN PHOTO SYNTHESIS. IF IT IS HAPPENING ON THE EARTH. MAYBE IT IS HAPPENING ON THE MOON.>>Peter: THAT IS NOT THE ONLY ICE HOLD THAT HAS LIFE.>>Interview: THE OTHER IS EUROPA. IT IS GOING AROUND JUPITER. THANKS TO THE HUBBLE TELESCOPE, THEY SAW WHAT LOOK LIKE PLUMES OUT OF IT. IT LOOKS LIKE IT IS THE SAME KIND OF THING. IF THESE ICE WORLDS HAVE THESE HYDRO THERMAL VENTS, THEY COULD HAVE COMMUNITIES UNDER THEM. MARINE COMMUNITY WHERE LIFE COULD EXIST. IT COULD BE ALL OVER OUR SOLAR SYSTEM. WHAT WE NEED IS TO GO BACK TO THE WORLD AND DO ICE FISHING TO SEE WHAT IS DOWN THERE.>>Peter: OKAY. IT IS EXCITING. NO QUESTION ABOUT IT. THANK YOU.>>>THERE WAS A STERN WARNING FROM OTTAWA TODAY IN THE WAKE OF SUNDAY’S VIOLENT ENCOUNTER ON A UNITED AIRLINES PLANE. THE TRANSPORT MINISTER SENT A LETTER TO ALL AIRLINES OPERATING IN CANADA. INCLUDING UNITED. SAYING SUCH AN INCIDENT WILL NOT BE TOLERATED HERE. THE PASSENGER INVOLVED WAS RELEASED FROM HOSPITAL LAST NIGHT AND TODAY WE WERE TOLD THE FULL EXTENT OF HIS INJURIES. HAVARD GOULD HAS MORE ON THAT.>>OH, MY GOD.>>Reporter: NOW FAMILIAR. STILL DISTURBING.>>OH, MY GOD!>>Reporter: THE VIRAL VIDEO OF DR. DAVID DAO PULLED OFF THE AIRPLANE HAVE SHAKEN MILLIONS OF PEOPLE. NONE MORE THAN HIS FAMILY.>>Interview: WE WERE COMPLETELY HORRIFIED AND SHOCKED AT WHAT HAPPENED TO MY FATHER WHEN WE LEARNED OF THE INCIDENT.>>Reporter: HIS CLIENT TOLD HIM THE EXPERIENCE WAS WORSE THAN WHEN HE FLED VIETNAM IN 1975. AFTER THE FALL OF SAIGON. HIS INJURIES IN CHICAGO, HIS LAWYER SAID, WERE SUBSTANTIAL. A CONCUSSION, TWO LOST TEETH AND MORE.>>Interview: HE HAD A SERIOUS BROKEN NOSE. INJURY TO THE SINUSES. AND HE IS GOING TO BE UNDERGOING SHORTLY RECONSTRUCTIVE SURGERY.>>THE FIRST THING IT IS IMPORTANT TO SAY IS TO APOLOGIZE TO DR. DAO.>>Reporter: THE UNITED CEO APOLOGIZED PUBLICLY. THE LAWYER SAID THE AIRLINE DID NOT CONTACT HIS CLIENT DIRECTLY. A LAWSUIT IS EXPECTED. THIS LAWYER WHO SPECIALIZES IN AVIATION RELATED LAWSUITS SAID UNITED IS UNDER HUGE PRESSURE TO SETTLE IMMEDIATELY.>>THERE IS NO DEFENCE FOR TREATING PEOPLE, CUSTOMERS OF A CARRIER IN THIS MANNER. IT IS HORRIFYING. I HAVE NEVER SEEN THIS BEFORE.>>Reporter: THE VIOLENT INCIDENT IS A PUBLIC RELATIONS NIGHTMARE FOR UNITED. ESPECIALLY IN CHINA. SINCE THE AIRLINE HAS BEEN ACCUSED OF RACISM. IN SELECTING DOCTOR DAO TO BE BUMPED OFF THE FLIGHT. HIS LAWYER SAID HE DID NOT BELIEVE RACE WAS A FACTOR. BUT THAT UNITED HAS A CHRONIC PROBLEM WITH THE WAY IT TREATS CUSTOMERS.>>RUDENESS, BULLYING. CUSTOMERS HAS GONE THE NEXT STEP NOW. TO PHYSICAL INJURIES.>>Reporter: THE CITY OF CHICAGO MAY ALSO BE SUED. CITY EMPLOYEES, AIRPORT SECURITY OFFICERS, PULLED DR. DAO OFF THE PLANE, NOT POLICE. WHETHER THEY HAD THE LEGAL AUTHORITY TO EVEN BOARD THE AIRCRAFT IS NOW BEING QUESTIONED. ALL THREE HAVE NOW BEEN SUSPENDED AS THE INCIDENT IS INVESTIGATED.>>WHAT ARE YOU DOING?>>Peter: CANADIAN GROCERY GIANT LOBLAW ANNOUNCED A $1.3 BILLION EXPANSION PLAN TODAY. LOBLAWS SAID IT WILL OPEN 30 NEW STORES AND RENOVATE MORE THAN 500 EXISTING LOCATIONS. IT IS ALSO EXPANDING ITS ONLINE GROCERY SHOPPING BUSINESS. ITS HEALTH AND WELLNESS SERVICES AND ADDING FRESH FOOD AT SOME OF ITS SHOPPERS DRUG MART LOCATIONS. THE COMPANY SAID ABOUT 10,000 JOBS WILL BE CREATED.>>>THE NATION-WIDE RECALL OF ROBIN HOOD FLOUR OVER CONCERN OF E. COLI CONTAMINATION IS EXPANDED TO INCLUDE THREE MORE BRANDS. THE CFIA ISSUED A RECALL FOR ROBIN HOOD FLOUR LAST MONTH. THE RECALL NOW APPLIES TO FLOUR SOLD UNDER THE BRODY, CREATIVE BAKER AND GOLDEN TEMPLE BRANDS. AT LEAST 26 PEOPLE HAVE REPORTED SYMPTOMS OF FOOD BORN ILLNESS. ALL EFFECTED PRODUCTS SHOULD BE THROWN OUT OR RETURNED TO THE STORE. YOU CAN FIND THE FULL LIST ON OUR WEBSITE. CBCNEWS.CA.>>>STAY TUNED FOR SOME PERSPECTIVE ON OUR TOP STORY. ANDREW, CHANTAL AND ALTHIA ON THE PROMISE OF POT.>>>REX ON ANOTHER PROMISE THAT SEEMS TO HAVE SLIPPED AWAY.>>>YOUR THURSDAY NIGHT LINE-UP IS AHEAD.>>>TIME TO LOOK AT THE BUSINESS NUMBERS. THE TSX DROPPED 112 POINTS. THE DOLLAR FELL ANOTHER 3/10th OF A CENT. IN NEW YORK, THE DOW LOST 138 POINTS. THE PRICE OF OIL WENT UP $0.07 A BARREL. [theme music] [funky disco music] [funky disco music] [♪♪♪]>>Peter: A LOT OF PEOPLE RIDICULED JUSTIN TRUDEAU WHEN HE PROMISED TO MAKE POT LEGAL. IT DID NOT HURT HIM IN THE ELECTION. HE FOLLOWED THROUGH TODAY. DID HE HAVE A CHOICE? ANDREW IS IN TORONTO. CHANTAL IS IN MONTREAL. ALTHIA IS IN OTTAWA. WAS THIS A PROMISE HE HAD TO KEEP?>>I THINK SO. PEOPLE ARE SORT OF MOCKING HIM TODAY FOR BACKING INTO IT LOOKING LIKE THEY WOULD RATHER BE ANYWHERE ELSE. THERE IS A CERTAIN AMOUNT OF POLITICAL RISK, THEY ARE ASSUMING. THEY ARE AWARE OF. I DON’T THINK THE PUBLIC OPINION IS LOCKED DOWN ON THIS. THERE IS GOOD REASONS TO BE CAUTIOUS IN POLICY TERMS. WE ARE ONE OF THE FIRST JURISDICTIONS IN THE WORLD TO BE DOING THIS. I THINK ON BALANCE, IT IS PROBABLY THE RIGHT THING TO DO. NOBODY KNOWS WHAT THE CONSEQUENCES WILL BE. IT IS PROBABLY APPROPRIATE TO BE CAUTIOUS AND TO BE TRYING TO LOCK OFF THE DOWN SIDES. THERE WILL BE DOWN SIDES IN TERMS OF GREATER USAGE, I THINK. PROBABLY GREATER USAGE AMONG YOUNG PEOPLE AND THEY ARE RIGHT TO BE CONSCIOUS OF THAT.>>Peter: WATCHING THE COLORADO EXPERIENCE, THEY ARE SUGGESTING THERE REALLY WASN’T A BIG CHANGE ONCE THEY LEGALIZED.>>THAT IS SOME EVIDENCE TO GO BY. THERE IS SO MUCH TO STILL BE LEARNED, I THINK.>>WHERE ARE YOU?>>I DON’T THINK I HAVE SEEN THE GOVERNMENT FULFIL A SIGNATURE PLATFORM PROMISE LOOKING LIKE IT WAS WALKING TO A DEATH — IT IS A FIRST FOR SURE. IF YOU CAN REMEMBER ANOTHER DAY LIKE THIS, YOU TELL ME. YES, YOU ARE RIGHT, COLORADO AND THE NETHERLANDS SHOW THERE IS REALLY NO BIG IMPACT ONE WAY OR ANOTHER. THAT’S GOOD NEWS. PEOPLE DON’T SMOKE MORE AND YOUNG PEOPLE DON’T SMOKE MORE. IT IS BAD NEWS IF YOU ARE THE GOVERNMENT HANGING THE HAT ON THE NOTION YOU ARE DOING THIS STRICTLY TO HELP CANADIAN KIDS TAKE LESS MARIJUANA.>>Peter: ALTHIA, I THINK YOU WERE THE FIRST TO REPORT THAT TRUDEAU WOULD MAKE THIS PROMISE BACK WHEN HE WAS THE THIRD PARTY LEADER. SO TODAY IS, YOU KNOW, A COUPLE OF YEARS SINCE THAT MOMENT. IN SOME WAYS, IT DIDN’T LOOK LIKE THEY WERE MORE READY TODAY THAN THEY WERE WHEN HE MADE THE PROMISE A FEW YEARS AGO.>>REPORTING THAT THE PRIME MINISTER SMOKED MARIJUANA WHILE HE WAS A MEMBER OF PARLIAMENT. I THINK THAT IN SOME WAYS THE TWO ARE LINKED TO THE ORIGINAL QUESTION OF, YOU KNOW, DO THEY HAVE A CHOICE TO DO THIS. UNLIKE ELECTORAL REFORM AND THE GOVERNMENT HAS A CHOICE WHETHER OR NOT TO FULFIL THE ELECTORAL PROMISES. THIS SPEAKS TO HYPOCRISY AND CHARACTER IF HE DECIDED NOT TO FOLLOW THROUGH ON THIS SPECIFIC ELECTION PLEDGE. BECAUSE PEOPLE WOULD SAY, WELL, YOU KNOW, YOU HAVE YOUR OWN PERSONAL EXPERIENCE AND OTHERS HAVE THEIR DIFFERENT EXPERIENCES HAVING DONE THE EXACT SAME THING YOU HAVE. NOW, YOU ARE WALKING BACK THAT VERY PROMISE.>>ON TOP OF WHICH THE CONTEXT IS HAVING BROKEN THE PROMISE ON ELECTORAL REFORM AND THE BROKEN THE PROMISE ON THE DEFICIT AND HALF A DOZEN OTHER PROMISES, THIS WOULD BE ANOTHER IN A TREND. AND MAYBE ONE OF THE BIGGEST ONES YET.>>WE HAVE COME TO A POINT THAT IF THE PRIME MINISTER NEEDS TO SHOW THAT WHEN HE SAYS SOMETHING, HE MEANS IT. HE WOULD HAVE CROSSED THAT LINE IF HE DROPPED THAT PROMISE.>>Peter: DO YOU THINK THAT IS PARTLY THE REASON THIS KIND OF BACKING IN THAT THERE WERE SO MANY ELEMENTS TO IN BILL THAT WE ARE UNCLEAR ABOUT TODAY AFTER THEY INTRODUCE IT.>>I THINK THEY DON’T WANT TO GO IN THE NEXT DIRECTION. THEY ARE TRYING TO FIGURE OUT HOW THIS WILL WORK. THE JULY 2018, THAT GIVES THEM AN ENTIRE YEAR TO HOPE THAT THEY CAN TIE ALL THE KNOTS AND DOT WHAT Is WILL HAVE TO BE DOTTED. I DON’T BELIEVE THAT ALL THIS WILL BE IN PLACE FOR JULY 1ST, 2018. I BELIEVE MANY PROVINCES ARE SENDING THE SAME MESSAGE. GOOD LUCK. THERE WILL BE ELECTIONS IN ONTARIO AND QUEBEC. ELECTIONS TO PREPARE IN ALBERTA. I AM NOT SO SURE THAT IS A PRIORITY FOR ALL THE GOVERNMENTS.>>WE HEARD ALBERTA SAY THAT TODAY THAT THEY THOUGHT THIS ONE YEAR THAT THEY BASICALLY HAVE TO CONSULT WITH THEIR CITIZENS AND DETERMINE, YOU KNOW, WHERE ZONING WOU BE, HOW IT WOULD BE SOLD. THE AGE OF CONSENT. WHETHER THEY WOULD TAX IT OR NOT. WHAT THE PRICE WOULD BE, THAT IS NOT ENOUGH TIME. ALBERTA SEEMED TO SUGGEST THAT THEY BELIEVE THAT IF THEY ASKED THE FEDERAL GOVERNMENT FOR MORE TIME, THEY WILL GET MORE TIME. I AM WITH CHANTAL. I DON’T THINK IT WILL BE DONE IN THE TIME THE GOVERNMENT THINKS.>>THEY MAY NOT BE ENTIRELY HEARTBROKEN IF IT IS NOT ACTUALLY IMPLEMENTED BY THE TIME OF THE NEXT ELECTION BUT HAS BEEN FULFILLED AS AN ELECTION PROMISE. IF THEY CAN SAY WE FULFILLED THE ELECTION PROMISE AND THE NEGATIVE CONSEQUENCES HAVE NOT SHOWN UP, THAT IS ULTIMATELY GOOD. THEY HAVE TO WORK WITH THE PROVINCE. THEY LEFT THE PROVINCES WITH DETAILS OF IMPLEMENTATION. IT IS WISE TO FLEXIBILITY IN THE REGULATIONS. THEY HAVE TO HAVE BE WARY. PEOPLE LIKE THE IDEA OF IT, A CERTAIN PERCENTAGE OF THE POPULATION DO. THERE ARE STILL DOUBTS.>>Peter: THAT MAY BE WHY THERE IS A COP AS THE MAIN SPOKESPERSON ON THIS. PARLIAMENTARY SECRETARY BILL IL BLAIR, FORMER CHIEF OF THE TORONTO POLICE FORCE. HE DID A LOT OF LEGWORK, HE WILL BE RESPONSIBLE FOR A LOT OF THE SELLING ACROSS THE COUNTRY. HE WAS BY THE STUDIOS HERE, YOU KNOW, A COUPLE OF HOURS AGO. JUST WATCH THIS, IS THIS THE SELLING JOB YOU WANT? WATCH THIS FROM BILL BLAIR. YOU USED TO BE AN UNDER COVER COP.>>A LONG TIME AGO.>>Peter: WATCHING THE DRUG BUSINESS. WHAT WOULD THE BILL BLAIR OF THAT DAY SAY TO THE BILL BLAIR OF TODAY.>>I HAD A LIFETIME OF EXPERIENCE KEEPING MY CITY SAFE. PROTECTING KID. I WILL TELL YOU MOST OF MY UNDERCOVER DRUG WORK WAS MORE DANGEROUS DRUGS. CANNABIS WAS NOT A PRIORITY. WHAT I HAVE SEEN IN MY CITY AND ACROSS THE COUNTRY IS THE CANNABIS USE OF OUR KIDS IS THE HIGHEST IN THE WORLD. THAT IS ENTIRELY CONTROLLED BY A CRIMINAL ENTERPRISE THAT DOES NOT CARE ABOUT OUR KIDS AND COMMUNITIES. I HAVE NEVER SEEN A YOUNG PERSON DIE OF A CANNABIS OVERDOSE. I HAVE BEEN TO TOO MANY SHOOTINGS OF DRUG BATTLES. WE HAVE TO DO A BETTER JOB OF PROTECTING OR KIDS AND TAKING THE PROFIT AWAY FROM ORGANIZED CRIME.>>Peter: HOW DO KIDS GET PROTECTED AS A RESULT OF TODAY?>>Interview: FIRST OF ALL, RIGHT NOW, THERE IS A VERY FLOURISHING CRIMINAL MARKET IN CANNABIS. IT IS WIDELY AVAILABLE. AND WHEN WE TALK TO KIDS TODAY, THEY WILL ALL TELL YOU, IT IS FAR EASIER TO GET CANNABIS THAN IT IS TO GET ALCOHOL. THEY WANT CANNABIS. THEY WILL GO TO ANY SCHOOLYARD OR STAIRWELL.>>Peter: WILL THAT CHANGE AS A RESULT OF THIS? UNDER 18.>>Interview: IT WILL CHANGE.>>Peter: IT WILL BE ILLEGAL TO GET CANNABIS.>>Interview: WHAT WE WILL DO IS DRIVE THE ORGANIZED CRIME OUT OF THE MARKET. IT WILL BE STILL BE A VERY SERIOUS CRIMINAL OFFENCE TO GROW OUTSIDE. A SERIOUS OFFENCE TO TRAFFIC OUTSIDE OF THE DISTRIBUTION SYSTEM. A SERIOUS OFFENCE TO TRAFFIC TO YOUNG PEOPLE, A 14-YEAR-OLD SENTENCE, TO EXPLOIT YOUNG PEOPLE IN THE TRAFFICKING OF CANNABIS.>>Peter: ALL RIGHT. FOR THE VERY REASONS ANDREW YOU SAID THEY HAVE TO WATCH THAT FLANK ON THEIR RIGHT, IS THIS THE PERSON YOU WANT SELLING THIS AND ARE THOSE THE ARGUMENTS THAT YOU WANT TO HEAR HIM SAYING?>>ABSOLUTELY YOU WANT SOMEBODY LIKE HIM. I THINK THAT IS VERY SMART. YEAH, LOOK PART OF THE CASE FOR LEGALIZATION IS DECIDEDLY TO GET ORGANIZED CRIME TO THE EXTENT WE CAN. YOU ARE RIGHT TO SAY THERE WILL BE ASPECTS THAT ARE ILLEGAL. THERE ARE ASPECTS OF CIGARETTES AND ALCOHOL THAT ARE ILLEGAL. FOR THE MOST PART, WITH ALCOHOL, WE HAVE GOT ORGANIZED CRIME OUT OF IT. WE SEEM TO BE ABLE TO MANAGE THAT. I THINK THE GENERAL APPROACH WHICH SAYS THERE MAY BE HARM ASSOCIATED WITH CANNABIS USE AS WITH CIGARETTES AND ALCOHOL AND THE HARMS ARE GREATER FROM CRIMINALIZATION, LET’S APPROACH THIS AS SOMETHING WE WANT TO MANAGE AS A SOCIETY. AND LET PEOPLE WHO DRAW PLEASURE FROM IT DO SO AND REDUCE THE HARM. THAT IS A SOUND APPROACH. THAT IS NOT A FREE-FOR-ALL APPROACH. THAT IS A REGULATED CONTROLLED APPROACH.>>Peter: ALTHIA?>>I AGREE. I THINK THAT BILL BLAIR LENDS A LOT OF CREDIBILITY AND AUTHENTICITY TO THE MESSAGE. I THINK THAT COMMUNITIES WHO WERE NEVER COMFORTABLE WITH THIS, THE CHINESE COMMUNITY FOR EXAMPLE, MIGHT BE MORE ATTENTIVE TO A MESSAGE DELIVERED BY BILL BLAIR. I THINK THERE IS A LOT OF UNKNOWNS. I FOR ONE AM SKEPTICAL. I DON’T KNOW THAT IT WILL LEAD TO LESS USE. I FEEL THAT THE FACT THAT WE ARE DECRIMINALIZING POSSESSION FOR CHILDREN UNDER THE AGE OF 18, I AM A BIT CONFUSED BY THAT PART.>>Peter: CHANTAL?>>TWO POINTS. ONE ON SUBSTANCE. THE PEOPLE WHO SELL ILLEGAL DRUGS TO KIDS, THEY ARE NOT JUST SELLING, IT IS LIKE SAYING THEY ARE SELLING BEER AND NOT TEQUILA. IT IS LARGER THAT THAT. I AM NOT SURE AS A FORMER PARENT OF TEENAGERS THAT I WOULD NOT RATHER HAVE MY KIDS HAVE ACCESS TO WEED EASILY RATHER THAN ECTASY OR CRYSTAL METH AND ALL OF THOSE ARE NOT FAR FROM SCHOOLYARDS IN THIS COUNTRY. THE OTHER IS MORE POLITICAL. GO DOWN THE LIST HERE. IT IS KIND OF A BIT SIMPLE MINDED TO ARGUE WE TAKE WEED OUT AND EVERYTHING IS GOING TO BE A LOT BETTER. THE OTHER POINT IS POLITICAL. NEITHER OPPOSITION PARTY TODAY SAID THIS IS GOOD OR THIS IS BAD. THE CONSERVATIVES ARE DIVIDED. THEIR LEADERSHIP CANDIDATES DO NOT ALL AGREE ON THIS. I THINK A GOOD SIGN OF WHETHER BILL BLAIR IS DOING A GOOD JOB FOR THE GOVERNMENT WILL BE WHAT THE NEXT CONSERVATIVE LEADER DECIDES TO SAY AND DO ABOUT THE BILL. IT IS AT THE MOST ACUTE AND EMBARRASSING AND AN OPPOSITION PARTY BECOMES A GOVERNMENT OR A GOVERNMENT AN OPPOSITION. IN SUCH CASES THERE IS ALMOST A FULL AND GENERAL AMNESIA. THEY FORGET EVERYTHING. THE OPPOSITION CONDEMNS WHAT IN POWER IT SUPPORTED AND THE GOVERNMENT ENDORSES WHAT IN OPPOSITION IT CONDEMNED. THIS IS PARTICULARLY TRUE FOR PARTY LEADERS.
