THAT WOULD INCLUDE CHINA AND WOULD HAVE AN ENORMOUS IMPACT ON THE WORLD ECONOMY.>>Dwight: AS YOU HEARD, IT IS NOT CLEAR WHETHER THIS IS AN H BOMB, IT IS A MAJOR DEVELOPMENT IN THE NUCLEAR WEAPONS PROGRAM. FOR MORE, I’M JOINED BY JOHN PARKS, DIRECTOR OF THE KOREA WORKING GROUP AT THE HARVARD KENNEDY SCHOOL. LET’S START WITH THE FACT THAT THIS IS NORTH KOREA’S SIXTH NUCLEAR TEST. WHAT DOES THIS ONE CHANGE?>>Interview: THIS ONE CHANGES A LOT. IF YOU LOOK AT THE PROGRESSION, THIS IS A PROGRAM THAT NORTH KOREA HAS BEEN WORKING ON FOR A NUMBER OF YEARS NOW. NORTH KOREA IN CONDUCTING A TEST THAT REGISTERED 6.3 ON THE RICHTER SCALE AS REGISTERED BY THE GEOLOGICAL SURVEY. WE ARE IN A TERRITORY WHERE IT DEMONSTRATED CAPABILITY. THERE WAS A DEBATE WHETHER IT WAS A BOOSTED DEVICE OR A HYDROGEN BOMB. THE POINT IS NORTH KOREA IS MAKING PROGRESS IN BOTH THE DESIGN AND THE YIELD OF A NUCLEAR WARHEAD AND A DELIVERY SYSTEM.>>Dwight: WITH THAT SAID, HOW SCARED SHOULD THE WORLD BE ABOUT THIS DEVELOPMENT?>>Interview: THE CONCERN IS VERY HIGH. IF YOU LOOK AT IT, THE NORTH KOREAN NUCLEAR WEAPONS PROGRAM IS UNCONSTRAINED. THERE IS NOTHING SLOWING IT DOWN. FROM THAT PERSPECTIVE, ALL OF THE TALK OF SANCTIONS AND MORE TALK OF NEW SANCTIONS AND OTHER MEASURES, TRADE RESTRICTIONS AND SO FORTH, EVEN IF ALL THOSE WERE IMPLEMENTED FULLY, WE ARE LOOKING AT A LAG. THIS IS A PERIOD WHERE WE ARE LOOKING AT THE NOTION OF HOW DO WE LIVE WITH A NUCLEAR NORTH KOREA? THAT IS A REALITY WE ARE CONFRONTED WITH.>>Dwight: THANK YOU FOR JOINING US.>>>AS JOHN PARK MENTIONED, WHAT MAKES A NUCLEAR TEST LIKE THIS UNNERVING IS THE PROGRESS OF NORTH KOREA’S NUCLEAR PROGRAM. ON JULY 4TH, A MISSILE WAS TELL USED THAT SUGGESTED HOW TO RAISE A 6700 KILOMETRES. ENOUGH TO HIT GUAM, ALASKA AND PARTS OF CANADA. ON JULY 28TH, ANOTHER MISSILE TEST REVEALED AN ESTIMATED RANGE OF MORE THAN 10,000 KILOMETRES. FAR ENOUGH TO HIT LA, DENVER AND CHICAGO. TORONTO WOULD BE IN RANGE TOO. DOES THE U.S. RESPOND? THIS TEST TRIGGERED WARNINGS FROM WASHINGTON. I AM JOINED BY BRIAN STEWART, A DISTINGUISHED FELLOW AT THE MONK SCHOOL OF GLOBAL AFFAIRS. LET’S START ABOUT THE U.S. DEFENCE SECRETARY SAID ANY THREAT TO THE U.S. OR ALLIES WILL BE MET BY A MASSIVE MILITARY RESPONSE. WHAT SHOULD WE READ INTO THAT.>>Interview: IT WAS AN INTERESTING STATEMENT. IT STARTED TO TALK ABOUT ANY ATTACK ON THE U.S. OR TERRITORY OR ALLIES WOULD LEAD TO A MILITARY MASSIVE RESPONSE. THAT IS NO SURPRISE. THAT WAS ALWAYS. THEN IT TURNED A THREAT. THIS IS WHERE IT GETS VAGUE IS IT HARSH LANGUAGE, THE FIRING OF MISSILES OVER JAPAN AND THE PACIFIC. SETTING OFF MORE NUCLEAR WEAPONS? THERE IS A SENSE IT IS TRYING TO GET ACROSS TO NORTH KOREA, THE SENSE THAT IF YOU ARE GOING TO ACT, PRETEND YOU ARE ACTING LIKE A NUCLEAR POWER, YOU HAVE TO ACT LIKE ONE. THE SOVIET UNION AND CHINA JOINED THE COLD WAR THE LATTER PART. DID NOT THREATEN THE UNITED STATES. THESE THREATS, IT IS TRYING TO ALSO EMPHASIZE THREATS CAN BE TAKEN AS AN ATTACK. THAT IS THE DANGER. HE MAY AT ONE STAGE, NORTH KOREA, MAY DECIDE TO THREATEN THE UNITED STATES. THAT COULD BE INTERPRETED AS AN ATTACK. THAT IS ABSOLUTELY CATASTROPHIC.>>Dwight: HOW LIKELY WILL BE THE U.S. GET WHAT IT WANTS FOR NORTH KOREA TO GET RID OF THE WEAPONS?>>Interview: I DON’T THINK IT WILL. NORTH KOREA WORKED TOO HARD AND PROGRESSED TOO FAR. IT IS SO SURE IT NEEDS THE WEAPONS TO PROTECT AGAINST AN AMERICAN ATTACK. IT WILL NOT GIVE UP THE WEAPONS. DIPLOMACY HAS TO COME IN AT SOME STAGE. A LOT OF EXPERTS IN ASIA THINK THAT NORTH KOREA MAY NOT WANT TO TALK FOR A WHILE. IT WANTS TO BUILD UP THE WEAPONRY AND THE RESPECT. FORCE THE UNITED STATES TO RESPECT IT MORE. AND ONLY THEN TALK. WE COULD BE IN STILL, EVEN WITH ALL THIS NEW BACK AND FORTH TREND, QUITE A LONG PERIOD BEFORE WE ACTUALLY SEE ANY TALKING DONE.>>Dwight: IT DOES SEEM RESPECT IS IMPORTANT TO THE LEADER. THE DEFENCE SECRETARY WAS CLEAR ENOUGH. THAT CAME AFTER A BARRAGE OF TRUMP TWEETS. DONALD TRUMP IS THE X FACTOR HERE. HOW COHERENT IS THE U.S. POLICY NOW?>>Interview: IT CANNOT BE TOO COHERENT WHEN THE TWEETS ARE BOUNCING AROUND LIKE A PINBALL MACHINE BACK AND FORTH. CLEARLY THE GENERALS IN THE WHITE HOUSE AND OTHERS IN THE WHITE HOUSE ARE TRYING TO MAKE IT SEEM LIKE IT IS UNDER ADULT SUPERVISION. THEY ARE TRYING TO CLARIFY WHAT IS THE POLICY. AND THEY ARE TRYING TO PUT EMPHASIS ON TRUMP TO STOP THE TWEETING. JUST LET THE POLICY SPEAK FOR ITSELF. LET THE DIPLOMATS AND THE GENERALS SPEAK FOR THE MOMENT.>>Dwight: THANK YOU.>>>THE OTHER FACTOR HERE IS THE NORTH KOREAN REGIME. WHAT IT WANTS, WHAT IT WILL DO NEXT. BRIAR STEWART SPOKE TO THE UBC PROFESSOR DONALD BAKER, A SPECIALIST ON THE KOREAN PENINSULA. HERE IS SOME OF THE CONVERSATION.>>Reporter: HAS THERE BEEN A SHIFT HOW NORTH KOREA IS POSTURING ITSELF?>>IT IS MUCH BOLDER. THEY ARE SHOOTING OFF MORE MISSILES. THEY ARE SHOOTING MISSILES FURTHER AWAY AND EXPLODING MORE NUCLEAR BOMBS. I USED TO SAY THAT NORTH KOREA, WE DON’T HAVE TO WORRY BECAUSE THEIR AIM WAS NOT GOOD. YOU DON’T NEED GOOD AIM WITH THE BOMB THAT STRONG. AND NOW WE KNOW THAT THEY CAN SHOOT MISSILES BEYOND JAPAN.>>Reporter: GIVEN THE WHOLE DEVELOPMENT OF THE TESTS, EACH TIME THEY HAVE BEEN MET WITH WORLDWIDE CONDEMNATION. THEY PROCEED FORWARD? WHY CONTINUE FORWARD AND TAKE THE RISK?>>Interview: THEY HAVE BEEN ABLE TO GET AWAY WITH IT. NORTH KOREA HAS LEARNED THAT NOBODY WANTS THEIR GOVERNMENT TO COLLAPSE BECAUSE OF THE CHAOS THAT IT WILL BRING TO NORTHEAST ASIA. THEY KNOW THEY CAN DO WHAT THEY WANT TO DO. THE ONLY PROBLEM TO WORRY ABOUT IS DONALD TRUMP IS NOT PREDICTABLE. THIS MORNING, WE WILL SEE WHAT WE WILL DO ABOUT NORTH KOREA.>>Reporter: DONALD TRUMP ASIDE, YOU SIDE NORTH KOREA KNOWS HOW FAR IT CAN PUSH. WHAT IS IT TRYING TO ACHIEVE?>>Interview: IT WANTS RESPECT. ALL HE HAS IS HIS NUKES AND MISSILES AND TRYING TO USE THAT TO GET THE REST OF THE WORLD TO SAY WE RECOGNIZE YOU, YOU ARE A RECOGNIZED PLAYER IN INTERNATIONAL POLITICS. THAT IS WHAT HE WANTS. IT IS NOTHING COMPARED TO THE PHILIPPINES WHERE A SMEAR CAMPAIGN HAS LANDED ITS VICTIM [crowd cheers and applauds] Savory: It was if all of London
was in love. Six hundred thousand people
filling the streets, come to share
a special day. [cheers; applause] As they cheered
every carriage, and as they listened
quietly to the ceremony on the speakers. From loud speakers:
I pronounce that they be man and wife
together. [cheering] Savory: They were
quite simply, rejoicing. Because I love
these things, I love Royal weddings
and Royal anything. It’s just
Britain isn’t it. Britain. We’re here because
we’re English. We’re British. This is a great
day for us. The crowd in front of me today
has been absolutely marvellous. They’ve enjoyed themselves
watching the procession and they seem to have
enjoyed it thoroughly. It was time to forget all the
troubles and anyone who tried to bring them up,
didn’t have a chance. It’s good for the country,
that is it. It’s good for ordinary people
like me who go to work every day and thousands and millions
of other people like us. All right? It’s good for us.
I enjoy it. Fellas like me
as well. What about
fellas like me? It’s good for the ordinary
working people who go to work every day,
who’ve got a job. All right, we’re lucky,
we’ve got a job. This is marvellous.
This is England. Not only the British
thought it was marvellous, the Trudeau children watched
from Canada House with their
mother. Justin Trudeau: Well, I thought
it was like a fairy tale. And… Like… The trumpets and the band
and the erm… Prince Charles was the prince
and Lady Diana was the princess. And very happy. Reporter: What do you
think of Lady Diana? I think she
is very beautiful. I’m glad that Prince Charles
has picked her. He’s made a very
good choice. Mischa, what did you
think of the whole thing? I think
the band was nice. I’m a musician myself so
I would think it’s nice, all the time. Lady Diana was nice.
Charles was nice. The church
was nice. The Queen
was nice. Not just the children but all
the world seemed captivated by the beautiful princess in her
magnificent dress. She looked
beautiful. She had lovely frills
around here. I was like a lemon
colour didn’t it? Lemony cream,
it wasn’t white. Even as they saw it,
this London fashion house was copying it. Frantically working
from a sketch, made the moment the bride
appeared on television. Ours is
white. Hers was ivory,
more to cream. Secondly, really
the important thing is, we are not
using pure silk. We’re using
artificial silk. And therefore it’s a lot cheaper
than Lady Diana’s Princess of Wales dress
would be. If one could
buy it. Which you
can’t. Within hours, three copies of
the dress will be in London’s stores, within days,
thousands. The wedding has obviously been
a tremendous boost for the British
fashion industry and for the British
economy. And also, perhaps above all,
even if only fleetingly, for a faltering
British spirit. Eve Savory,

were part of a program which has been going on since
Wednesday evening. Gays and non-gays
mingled at the fair, some coming from as far away
as Holland and California. Well, there are a few hundred
thousand gay people in the city of Toronto
and we felt that the organized gay community wanted to have a celebration
of our culture, our community, and this is it.
This is Gay Days. Reporter: They say together they
can work toward acceptance by general society. Reporter: Though they marched
through the streets today as they have before,
the tone was less serious. There we no nightsticks,
no confrontations. In the park, the atmosphere
was festival. Gay pride is an expression
where you say that we’re proud of our sexuality. We’re not ashamed to say that
our lifestyle is worth living. Reporter: More than a thousand
of the city’s estimated quarter of a million
gays and lesbians celebrated with a sense
of humour. They even found a way
to laugh at AIDS. [chuckling] This is supposed to be
a public celebration. It’s ironic that at this event, some entertainers and some
participants in the rally asked us not to take
their picture. Gays and lesbians marching here fear reprisals for
their lifestyle. Reporter: A sweltering summer
Sunday in the city. A day to meet friends, lots of friends,
as it turned out. It may have been the biggest
block party of the season. The parade, too, was a hit. An indication of the self
confidence and self assurance that lesbians and gays
have acquired here in only a few years. Reporter: This year,
participants had something else to celebrate:
the legal right to marry. Hundreds of thousands
lined the streets. San Diego native Richard Reed
and his partner Ernie Lecasse have been to Pride
parades before. This is their first
as a married couple. For them, and for their fellow
June brides and grooms, this year’s parade
is indeed a happy one. [film reel clicks] They’re circular, and the inside of the rim is scorched a little,
all around. These circles are approximately
34 to 35 feet wide. It was a disc shape and it had a dome
in the middle. It was a beautiful ship.
It was a creamy white colour. Reporter: It’s as if a giant
cookie cutter has stamped out circles. They range from two
to 20 metres in diameter and come in a variety
of patterns. Some swirl clockwise, others
fan out from the centre. Around the crisp perimeter,
the fields are intact. Man: The plants are going
through some form of molecular change, causing
them to grow in to huge dart board patterns. It’s beyond anything
we can suggest, beyond any conventional science the way this is being
constructed. Reporter: Visitors are coming
from miles around to see the latest attraction
near Conquest, Saskatchewan. It’s the most excitement people in this area
have seen in a while. One of the circles
looks like a doughnut. Another has a tail
pointing to the south. And on a nearby field owned
by a Hutterite colony, there are six circles. In all of them, the stalks
of wheat are flattened but not damaged. I’m not a great believer
in UFOs. But once you see them
right up close, they’re different. ♪ [CBC News theme] [♪♪♪]>>Dwight: CANADA’S NEWEST TENNIS STAR DENIS SHAPOVALOV HAD HIS SUMMER RUN COME TO AN END AT THE U.S. OPEN TODAY.
