I AM NOT SEEING ANYONE. WORK SOURCE MONTGOMERY, OKAY. THIS IS REALLY STRANGE. WE HAVE NO REPRESENTATION FROM THE EXECUTIVE BRANCH OR THE WORKFORCE DEVELOPMENT ORGANIZATION. WHICH IS UNFORTUNATE BECAUSE I WAS ACTUALLY HOPING TO GET CLARIFICATION. DALE IS HERE, DO YOU KNOW IF — FLETCHER WILL BE JOINING US? [INAUDIBLE] THANK YOU, DALE. COUNCIL PRESIDENT, NANCY NAVARRO HAS INTRODUCED LEGISLATION. I THINK MANY OF US ARE COSPONSORS. AROUND RESPONDING TO CONCERNS ABOUT THE STRATEGY AND THE FUNCTIONING OF WORKFORCE DEVELOPMENT IN THE COUNTY I THINK WE HAVE A LOT OF ISSUES TO DISCUSS. I WILL TURN IT TO MY COLLEAGUES TO MAKE SOME COMMENTS. I HAVE SOME I WOULD LIKE TO MAKE AS WELL. WOULD BE HOPEFUL TO HAVE BOB EXPLAIN THE BILL FIRST, NANCY? OR — >> THANK YOU, SO, LET ME JUST — I WANT TO THANK ALL MY COLLEAGUES FOR BEING VERY INVOLVED TO TRY AND UNDERSTAND AND ALSO ENHANCE OUR ABILITY TO HAVE A ROBUST WORKFORCE DEVELOP A STRATEGY AND ALSO PROGRAM. AND WE ALL UNDERSTAND THIS IS SUCH A CENTRAL COMPONENT OF OUR ECONOMIC DEVELOPMENT, OUR HUMAN CAPITOL DEVELOPMENT, SO THIS IS THE CULMINATION OF A LOT OF CONVERSATIONS AND A LOT OF WORK AND AS A JOINT EFFORT AS WELL AND ONE OF THE REASONS WHY I WANTED TO MAKE SURE WORKFORCE DEVELOP WAS BOTH EDUCATION COMMITTEE, EDUCATION AND CULTURE BECAUSE IT IS SO INTERTWINED. THIS BILL IS VERY STRAIGHTFORWARD. ALL IT DOES IS PROVIDE FLEXIBILITY FOR US TO CONSIDER THE STRUCTURE OF THE WORKFORCE DEVELOPMENT ORGANIZATION IT GIVES AN OPPORTUNITY TO MAKE THIS A LITTLE MORE FLEXIBLE BY INCLUDING INSTITUTIONS OF HIGHER LEARNING IF POSSIBLE. FOR PLACES THAT CAN HELP AND WHO CAN IMPLEMENT THESE TYPES OF SERVICES.IT IS VERY STRAIGHTFORWARD PRO FORMA. IT IS AN OPPORTUNITY FOR US TO MORE FLEXIBILITY AND GIVE US ANOTHER TOOL IF WE CHOSE TO EXERCISE THAT. OBVIOUSLY, YOU KNOW, WE ARE STILL IN CONVERSATIONS ABOUT HOW TO BEST MOVE FORWARD WITH OUR WORKFORCE DEVELOPMENT STRATEGY AND I THINK THAT WE’VE MADE A LOT OF PROGRESS AND I ASSUME PRETTY SOON WE WILL BE ABLE TO FINALIZE A LOT OF THE WORK. IT WILL BE GREAT FOR FLETCHER DEBEERS TO GET MORE UNDERSTANDING BUT THIS PARTICULAR BILL BASICALLY SAYS YOU KNOW, WE CAN DESIGNATE A NONPROFIT OR PUBLIC INSTITUTION OR BOTH AS THE WORKFORCE DEVELOPMENT ORGANIZATION AND IT MUST BE BASED IN MONTGOMERY COUNTY. SO I JUST WANT TO THANK ALL OF MY COLLEAGUES FOR ALL THE EFFORT AND ALSO JEAN SMITH ON THE SIXTH FLOOR THAT’S REALLY BEEN HELPING US WITH A LOT OF THIS WORK. AND THANK YOU FOR PUTTING TOGETHER THIS FOR US. AGAIN, JUST ONE MORE LEVERAGE POINT AND FLEXIBILITY POINT FOR US.>> OKAY, — >> BEFORE WE TURN TO MR. GERMAN LET ME BE VERY CLEAR THAT, AND AGAIN, THE COUNCIL PRESIDENT AND LEAD SPONSOR PRETTY MUCH SAID THAT THIS IS FLEXIBILITY. THIS IS FLEXIBILITY FOR US TO DECIDE WHAT IS BEST FOR US AND THE BEST INTEREST OF THE COUNTY AND MOVING FORWARD IN LIGHT OF THE CONCERNS THAT WE HAVE ADDRESSED . WE HAVE A PERSON WHO HAS AN INSIDER VIEW THAT IS NOW ON THE COUNCIL WHO HAS GIVEN US A LOT OF THINGS TO THINK ABOUT THAT HE HAS SEEN. I WILL LET HIM SPEAK TO THOSE ISSUES WHEN HE HAS THE OPPORTUNITY TO DO SO. THIS IS THE ABILITY FOR US TO MAKE SURE WE ARE PUTTING OUR BEST FOOT FORWARD WHEN IT COMES TO PRIORITIZING WORKFORCE DEVELOPMENT. WE HAVE CONTINUED TO HEAR COMMENTS FROM OUR COMMUNITY THAT STILL HAPPEN TO THIS DAY WHERE FOLKS ARE NOT HAPPY WITH THE SYSTEM. THEY DO NOT FEEL IT IS SUPPORTING THEM AND WHAT THEY NEED TO DO TO GET A JOB TO BECOME EMPLOYED, TO GET TRAINING THAT IS NECESSARY, MY OFFICE HAS WORKED WITH INDIVIDUALS IN THE CERTAINLY, THEY BROUGHT THIS UP WITH WORK SOURCE MONTGOMERY. WHEN IT CAME TO THE CHALLENGES THAT SOME INDIVIDUALS FACE IN TERMS OF GETTING CERTIFICATION, WHATEVER THE CASE MAY BE THESE ARE ALL ISSUES OUT THERE. WHAT THIS IS DOING IS ALLOWING US TO PROVIDE FLEXIBILITY SO THAT IF SOME THINGS ARE OUT THERE THAT EITHER WORK SOURCE MONTGOMERY IS NOT ABLE TO DO WERE ABLE TO DO AS EFFECTIVELY AS ANOTHER ORGANIZATION MIGHT, THEN MAYBE WE CAN GO IN THAT DIRECTION. I WOULD CAUTION PEOPLE TO YOU KNOW, A LIEN AGAINST THIS BECAUSE WE HAVE NOT MADE ANY DECISIONS. THIS IS ONLY SAYING THAT THIS IS AN OPTION FOR US. AND IT CERTAINLY BRINGS ABOUT A LOT OF OTHER CONVERSATION ABOUT WHAT IT IS THAT WE WANT TO SEE IN THE FUTURE. I THINK THIS IS A GOOD THING FOR US. IT ENABLES THE COUNTY TO BE MORE NIMBLE, MORE FLEXIBLE AND ADDRESS THE ISSUES THAT WE ARE HEARING FROM OUR CONSTITUENCY. I THINK IT’S A GREAT BILL. I’M HAPPY TO BE A COSPONSOR AND HOPEFULLY WE WILL BE ABLE TO MOVE FORWARD WITH THIS QUICKLY IN TERMS OF APPROVAL. THANK YOU, MR. CHAIR.>> THANK YOU. — >> THANK YOU GERMAN, COUNCIL PRESIDENT AND I AGREE, BEING A COSPONSOR OF THE BILL, THIS IS A CRITICAL COMPONENT OF THE ECONOMIC OVERALL ECONOMIC SUCCESS IN THE COUNTY. WE KNOW THAT, WE HAVE HEARD THE STATS.UP TO 30,000 OPEN JOBS, WE NEED TO CONNECT TALENT AND GIVE THEM THE SKILLS THAT THEY NEED TO CONNECT TO THOSE JOB AND FILL OUR WORKFORCE AND HIGH DEMAND FIELDS IN PARTICULAR ALL ACROSS THE SPECTRUM. AS COUNCILMEMBER RICE MENTIONED, HAD THE OPPORTUNITY TO WORK WITH WORK SOURCE MONTGOMERY IS A CONTRARY PRIOR TO BEING ELECTED. AND GETTING — UP AND RUNNING. WHAT’S CLEAR IS WE HAVE A DIVERSE DELIVERY SYSTEM. WE’LL GREAT INSTITUTIONS LIKE MONTGOMERY COLLEGE THAT ARE READY USING THIS. I WAS JUST AT THE GERMANTOWN CAMPUS AND ALL THE GREAT STUFF THEY’RE DOING THEIR GIVE PEOPLE CERTIFICATIONS. LITERALLY IN TWO WEEKS PUTTING THEM IN THE WORKFORCE. THIS BILL IS IMPORTANT BECAUSE WE NEED TO COME ALONG WITH THE EXECUTIVE AND ALSO, I WISH THERE WAS SOMEONE HERE BUT I HAVE DISCUSSED WITH HIM AND COUNTY EXECUTIVE NEED AND I KNOW THEY AGREE WITH THE NEED TO HAVE A COPY AND SUBSYSTEM THAT LOOKS AT ALL OF THESE ANGLES AND DELIVERS SERVICES TO EVERYONE ALONG THAT SPECTRUM. AND THAT WILL ONLY BECOME MORE IMPORTANT AS AUTOMATION AND AI AND THE ECONOMY IS CHANGING SO FAST. WE NEED TO BE ON TOP OF IT AND I THINK THIS BILL STRIKES A GOOD BALANCE OF GIVING US THE FLEXIBILITY TO DESIGNATE ONE OR MORE ENTITIES AS A WORKFORCE DEVELOPMENT ENTITY FOR THE COUNTY. MY HOPE IS THAT WE MOVE THIS FORWARD QUICKLY AND CONTINUE TO WORK TOGETHER TO MAKE SURE OUR SYSTEM HAS WHAT IT NEEDS TO DELIVER THE SERVICES THAT WE NEED TO MAKE SURE OUR ECONOMY IS STRONG AND PEOPLE HAVE A HIGH QUALITY OF LIFE. I WANT TO THANK THE COUNCIL PRESIDENT AND MY COLLEAGUES FOR PUTTING THE BILL FORWARD.>> ALL RIGHT, MR. — >> THANK YOU CHAIR COME THANK YOU COUNCIL PRESIDENT FOR YOUR LEADERSHIP ON THIS PARTICULAR ISSUE AND WORKFORCE DEVELOPING ISSUES. MORE BROADLY, I’M GLAD WE ARE DISCUSSING THIS TOGETHER. THE SYSTEM IN OUR ECONOMY AND MAKING SURE WE ARE DOING A BETTER JOB OF MAKING THAT LINK AND CONNECTING THE LINK AND WE TALK A LOT ABOUT EARLY CHILDHOOD AND WE SHOULD BE. BUT WE NEED TO GO EARLY CHILDHOOD THROUGH CAREER FOR SOME PEOPLE THAT IS COLLEGE, FOR SIMPLE IT IS COLLEGE MASTERS, FOR SOME OF HIS COLLEGE, MASTERS AND PHD. BUT THE GOAL SHOULD BE A CAREER IN MONTGOMERY COUNTY WHERE WE ARE GETTING BACK IN ECONOMIC OUTPUT FROM ALL OF THE PUBLIC INPUT THAT WE HAVE INVESTED IN OUR YOUNG PEOPLE FOR A PERIOD OF TIME. I THINK ADDITIONAL FLEXIBILITY IS A POSITIVE. I AM SUPPORTIVE OF THAT I THINK WE SHOULD ALWAYS HAVE FLEXIBILITY BUT I ALSO DO NOT WANT TO LOSE THE BORDER CONVERSATION AND I’M NOT SUGGESTING THAT OTHERS HAVE, BUT I JUST WANT TO INTRODUCE THAT INTO THIS CONVERSATION TODAY EVEN THOUGH IT IS NOT PART OF THIS PARTICULAR LEGISLATION WHICH IS A FAIRLY SIMPLE IDEA OF INCREASING THE FLEXIBILITY THAT WE HAVE OF WHAT DIRECTION WE ULTIMATELY GO IN. I DO THINK WE NEED TO DO A BETTER JOB OF SETTING A CLEAR VISION, A CLEAR SET OF EXPECTATIONS OF WHAT OUR WORKFORCE DEVELOPING A PIPELINE LOOKS LIKE. WHO IS RESPONSIBLE FOR WHAT AND MAKE SURE THAT THE BOARD OF THIS ORGANIZATION, THE EXECUTIVE DIRECTOR OF THIS ORGANIZATION, THE COUNTY EXECUTIVE, THE COUNCIL, AND ALL OF THE UNIVERSITIES, THE SCHOOL SYSTEM, EVERYBODY ELSE WHO IS INVOLVED IN THIS HAVE ALL BOUGHT INTO IT. I DO NOT THINK WE’VE DONE HISTORICALLY AS GOOD A JOB AS WE CAN AND THAT OF SETTING VISION, SETTING EXPECTATIONS, ATTACHING METRICS TO THE EXPECTATIONS AND I THINK THAT WITH THIS BILL THAT IS STARTING A CONVERSATION WE HAVE THE OPPORTUNITY ON NEW COUNSEL AND NEW COUNTY EXECUTIVES, SOME LEADERSHIP CHANGES TO HAVE THAT ROBUST CONVERSATION THAT IS NEEDED AND WHERE IT TAKES US I THINK IS A DIFFERENT CONVERSATION BUT IT NEEDS TO START WITH WHAT ARE WE DOING, WHY ARE WE DOING IT AND HOW DO WE GET WHERE WE WANT TO GO?>> ALL RIGHT. I BELIEVE MR. FLETCHER IS ON HIS WAY SO BOB, OR I CAN EXPLAIN TO KILL SOME TIME. [LAUGHTER] IT IS HELPFUL TO GET THE CORE OF THE LEGISLATIVE FACT OUT THERE AS WELL.>> THIS, I MEAN — JUST TO GO BACK A LITTLE WAYS. IN 2015, THE COUNCIL ENACTED THE ORIGINAL LAW WHICH AUTHORIZED THE COUNCIL WILL REQUIRE THE COUNCIL TO DESIGNATE A NONPROFIT ORGANIZATION AS THE COUNTIES WORKFORCE DEVELOPMENT ORGANIZATION TO SPEARHEAD WORKFORCE DEVELOPMENT IN THE COUNTY. AND THE COUNTY DESIGNATED WORK SOURCE MONTGOMERY, THERE STILL ARE COUNTY WORKFORCE DEVELOPMENT ORGANIZATIONAL — THE COUNCIL DOES THIS BY RESOLUTION, NOT IN THE LAW ITSELF. SO THAT IS WHY THIS BILL HAS BEEN CHARACTERIZED AS SOMETHING THAT GIVES THE COUNCIL FLEXIBILITY. IT DOES NOT TAKE AWAY THE DESIGNATION FOR WORK SOURCE MONTGOMERY. AND IT DOES NOT DESIGNATE A PUBLIC EDUCATIONAL INSTITUTION AS A, THE COUNTIES WORK SOURCE OR WORKFORCE DEVELOPMENT ORGANIZATION. IT SIMPLY PERMITS THE COUNTY TO INSTEAD OF LIMITING TO JUST ONE NONPROFIT ORGANIZATION, COUNTY COULD THEN DESIGNATE ONE OR MORE EITHER NONPROFIT ORGANIZATIONS OR PUBLIC EDUCATION INSTITUTIONS LOCATED IN THE COUNTY. YOU KNOW, THE ACTUAL, THERE’S A LOT TO SAY ABOUT WORKFORCE DEVELOPMENT BUT NOT SO MUCH TO SAY ABOUT THIS BILL. BECAUSE THIS BILL DOES NOT ACTUALLY CHANGE ANYTHING IMMEDIATELY. IT GIVES THE COUNCIL FLEXIBILITY TO MAKE SOME CHANGES THAT WOULD BE A DISCUSSION SURROUNDING A RESOLUTION THAT THE COUNCIL, COUNCIL ALSO HAS THE AUTHORITY UNDER THE EXISTING LAW AND WE STILL HAVE THE AUTHORITY TO UN- DESIGNATE A WORKFORCE DEVELOPMENT ORGANIZATION AND DESIGNATE A DIFFERENT ONE. OR SIMPLY, UNDER THIS BILL, ADD, YOU KNOW CHANGES COUPLED WITH THECURRENT DESIGNEE IS DOING AND ADD A SECOND DESIGNEE . ALL OF THAT CAN BE DONE UNDER THIS BILL, IT INCREASES FLEXIBILITY.>> THERE ARE MAORGANIZATIONS THAT PROVIDE WORKFORCE AS SERVICES BUT THIS IS SOMETHING SPECIFIC, RIGHT?>> IT IS THE COUNTIES WORKFORCE DEVELOPMENT, THEY RECEIVE SOME — WELL, THEY RECEIVED GRANT MONEY FROM OTHER SOURCES AND OBVIOUSLY, SOMEBODY FROM THE COUNTY TO PERFORM THAT. I MEAN THE SPECIFIC — >> IT IS NOT THE DESIGNATION THAT IS PRIMARILY TO COMMUNICATE HOW THE FUNDS ARE CHANNELED OR IS IT BROADER THAN THAT?>> WELL, I THINK IT IS BROADER THAN THAT. YOU KNOW, WHAT THEY ARE DOING. THERE IS FEDERAL LAW AND — >> MR. FLETCHER, COME FORWARD. SO WE CAN ENGAGE IN SOME DIALOGUE WITH YOU. THANK YOU.>> WE KNOW THAT THEY REQUIRE THE COUNTY SET UP A BOARD, YOU KNOW AN ORGANIZATION TO RECEIVE THE GRANTS AND HANDLE THE MONEY BUT I BELIEVE THEY DO MORE THAN THAT.>> I KNOW THEY DO MORE THAN THAT BY DESIGNATION, IS NOT FROM THE FEDERAL GOVERNMENT OR SOMETHING LIKE THAT?>> WELL — >> IS MY UNDERSTANDING THAT THIS IS A REQUIRED DESIGNATION, THE FUNDING PATHWAY THROUGH STATE.>> IT GOES THROUGH THE STATE.>> ESTATE, OKAY. — IT GOES THROUGH THE STATE, OKAY. WE CAN FUND WORKFORCE FILAMENT PROGRAMS WHEREVER WE CHOOSE BUT THERE ARE CERTAIN FUNDING STREAMS THAT WE CAN ONLY GO THROUGH THE WORKFORCE — >> IT CAN ONLY GO THROUGH WORKFORCE DEVELOPMENT ORGANIZATION THAT WE HAVE DESIGNATED FOR THAT. OKAY, GREAT SO MR. FLETCHER, THANK YOU FOR JOINING US. MY UNDERSTANDING NOW I’VE BEEN INFORMED THAT COUNCIL STAFF MAY HAVE SAID TO WORK SOURCE MONTGOMERY THAT THEY DID NOT NEED TO BE HERE TODAY. SO — I WANTED TO JUST GET AN UPDATE FROM THE EXECUTIVE BRANCH ABOUT YOUR WORK ON, WORK SOURCE MONTGOMERY. SO, WE CONVENED A — A PHED, EC MEETING TO TALK ABOUT THE PIPELINE AND WE HAD SUBSEQUENT MEETINGS ABOUT WORK SOURCE MONTGOMERY AND WE TALKED ABOUT A KIND OF PENDULUM SWING THAT OCCURRED WHERE THEY WERE ORGANIZATIONS AND GROUPS OF FELT THE WORK OF WORK SOURCE MONTGOMERY HAD TILTED AWAY FROM MEETING THE NEEDS OF THE CLIENTS THAT THEY SUPPORT AND THAT IT WAS TOO FOCUSED ON THE MORE HIGHER, I GUESS HOW TO SAY IT, THE JOBS THAT MIGHT REQUIRE HIGHER QUALIFICATIONS? THAT ARE MORE TIED INTO ECONOMIC SECTORS THAT ARE YOU KNOW, MAYBE IN THE TECHNOLOGY ARENA FOR EXAMPLE. VERSUS PEOPLE NEED ANY NUMBER OF DIFFERENT KINDS OF JOBS AND THEY NEED SOME SUPPORT GETTING PLACEMENT. KIND OF THE ENTRY DOOR AND SO THAT TENSION HAS BEEN A CHALLENGE. AS I UNDERSTAND AS WELL, A LACK OF EVERYBODY BEING ON THE SAME PAGE ABOUT WHAT ARE THE METRICS FOR THE ORGANIZATION AND WHAT ARE THE REALLY, REALLY TRYING TO ACHIEVE HERE? IT HAD BEEN KIND OF EVOLVING, IT WAS CREATED THANKS TO A PROCESS THAT WAS RECOMMENDED TO US AND THE ORGANIZATION KINDA HAD ITS OWN, IT DEVELOPED ITS OWN I WOULD SAY, STRATEGY AND I THINK OVER TIME THERE WAS YOU KNOW, MANY PEOPLE WERE SAYING, IT’S NOT DOING WHAT IT SHOULD DO.THERE WERE DIFFERENCES OF OPINION ABOUT THAT. AND SO, YOU KNOW, THIS COUNCIL HAS A LOT OF DISCUSSIONS THIS YEAR, REALLY DELVING INTO THAT TOPIC AND THE BUDGET CYCLE THIS YEAR. THE COUNCIL PRESIDENT NAVARRO MADE IT CLEAR SHE WAS NOT GOING TO SUPPORT FUNDING A NEW CONTRACT FOR WORK SOURCE MONTGOMERY NEXT YEAR, THIS COMING YEAR UNLESS THERE WAS SIGNIFICANT CHANGES. AND WE UNDERSTAND YOU KNOW, THE EXECUTIVE HAVE SHARED A SIMILAR PHILOSOPHY ABOUT WORK SOURCE MONTGOMERY THAT HE FELT THAT IT HAD BEEN NONRESPONSIVE ON AN IMPORTANT SET OF ISSUES. SO, I THINK IT IS WORTH TALKING ABOUT THAT. FIRST OF ALL, JUST TO REITERATE OR TO SHARE SOME BECAUSE NOW THE ORGANIZATION IS IN A YOU KNOW, KIND OF A NEW START MOMENT. THE EXECUTIVE DIRECTOR HAS MOVED ON. WITH SOME SUCCESSES TO HER CREDIT AND AT THE SAME TIME, THERE IS A STORM THAT SORT OF OUT THERE ABOUT THE ISSUE AND YOU KNOW THE COUNCIL DOES NOT HAVE, I DON’T THINK WE HAVE A SEAT ON THE BOARD AT WORK SOURCE MONTGOMERY BUT THE EXECUTIVE DEFINITELY DOES. AND SO I UNDERSTAND THERE WAS A BOARD MEETING THE OTHER NIGHT AND THE EXECUTIVE ATTENDED. WHAT WAS DESCRIBED TO ME WAS THAT HE PROVIDE A VERY CLEAR DIRECTION TO THE BOARD AS TO WHAT HIS INTENT WAS FOR WORK SOURCE MONTGOMERY.>> YES. AND SO, NOT TO PUT YOU ON THE SPOT BUT I WAS ASSUMING YOU WERE THERE AND YOU WOULD BE ABLE TO COME HERE TODAY AND TELL US WHAT THAT WAS. SO APPARENTLY I MAY NOT HAVE BEEN THE CASE BUT WE NEED TO KNOW THE EXECUTIVES VISION IS HERE BECAUSE THE EXECUTIVE AND THE COUNCIL AND THE BOARD OF WORK SOURCE MONTGOMERY YOU KNOW, AS YOU KNOW I KNOW THAT YOU BEEN HANDLING THIS. WHILE I WAS NOT AT THE MEETING ON TUESDAY MORNING, I WAS INTERVIEWING PRESIDENT CANDIDATES. I DEFINITELY WANTED TO BE THERE BUT I WAS ALREADY PRIOR COMMITTED. THAT WAS COMMUNICATED IN SEVERAL DIFFERENT WAYS AND I WILL SAY THAT THE VISION THAT HE HAS OF WORKFORCE DEVELOPMENT IN THE COUNTY IS MAKING SURE THAT THE UNDERSERVED GET THE MOST ATTENTION THAT THEY DESERVE. AS YOU STATED EARLIER WE CANNOT JUST FOCUS ON THE TOP, YOU HAVE TO FOCUS ON THE MIDDLE AND ALL OF THE LAYERS OF THOSE THAT NEED WORKFORCE DEVELOPMENT SERVICES WITHIN THE COUNTY. THAT WAS THE GOAL FOR MY UNDERSTANDING, THE MEETING WENT VERY WELL AND IT WAS CLEAR AND DIRECT. THE GOAL NOW AND OUR PURPOSE NOW TO MAKE SURE YOU REHIRE SOMEONE IN THE ROLE THAT UNDERSTANDS WHAT THE CHARGE IS NOW FOR WORKFORCE FILAMENT IN THE COUNTY. YOUR BEEN VERY CLEAR AND WE HAVE HEARD YOU. WE WANT TO MAKE SURE THAT WE ARE USING WORKFORCE MONTGOMERY AND THE CURRENT EXAMPLE TO MAKE SURE THAT THE CONVENING OF ALL OF THE OTHER WORKFORCE PLAYERS IN THE COUNTY IS OCCURRING. WORK SOURCE AND THE COUNTY, THE COUNTY ITSELF IS A FINANCIAL DROP IN THE $130 MILLION I THINK OF MONEY THAT IS ACTUALLY USED FOR WORKFORCE DEVELOPMENT THROUGHOUT THE COUNTY. BUT THE WORK SOURCE BOARD CHAIR, THE WORK SOURCE CURRENT CEO AND PRESIDENT HEARD YOU LOUD AND CLEAR WHEN YOU SAID YOU SHOULD BE THE MIDDLE OF THE WORKFORCE ECOSYSTEM WITHIN THE COUNTY. I BELIEVE THEY HAVE A MEETING SCHEDULED OCTOBER 25 THAT IF I’M NOT MISTAKEN, THE COMMERCE SECRETARY SCHULTZ WILL BE ATTENDING AS WELL. AND THAT IS ANOTHER EXAMPLE OF THEM PULLING THE PLAYERS TOGETHER TO MAKE SURE THAT THE WORKFORCE VISION IS CARRIED OUT.>> THE COMMERCE SECRETARY IS ATTENDING A MEETING OF THE BOARD?>> NO, IT IS A LARGER MEETING OF THE WORKFORCE STAKEHOLDERS THROUGHOUT THE COUNTY. AND IT WOULD BE A PRETTY BIG EVENT.>> OKAY, I DO NOT KNOW IF ANYONE KNEW ABOUT THAT ALREADY BUT IF NOT CAN YOU PLEASE SEND THAT TO ALL OF US? IT DOES US NO GOOD IF WE DO NOT SIT HERE AND PARTNER. LIKE YOU SAID AT THIS CRITICAL TIME IN LEADERSHIP IN ORDER TO BE ABLE TO SAY THAT WE ARE ALL MARCHING ALONG IN THE SAME DIRECTION.>> OKAY. BUT IT IS WHAT WE MUST DO AND SO TO THE EXTENT THAT AS WE, AS THE CHAIRMAN DESCRIBED, WE NEED TO HAVE MEETINGS WHERE WE ARE ALL ON THE SAME PAGE AS WE MOVE FORWARD WITH THIS NEW ITERATION. OBVIOUSLY THE BILL IS VERY STRAIGHTFORWARD. IT JUST GIVES US AN OPPORTUNITY TO BE FLEXIBLE AND INCORPORATE INSTITUTION, EDUCATIONAL INSTITUTIONS, WE HAVE MANY IN THE COUNTY THAT ARE AMAZING BUT THIS NOTION OF NOW THIS OPPORTUNITY TO RECONFIGURE AND REFORMULATE WILL REQUIRE THAT WE ARE ALL ON THE SAME PAGE AND THAT I DO NOT WANT THE MESSAGE TO BE THAT NOW WE WON’T WORK SOURCE DEVELOPMENT ONLY FOCUSED ON YOU KNOW THE VERY LOW SKILL, IT HAS TO BE THE CONTINUUM, PERIOD. WE HAVE A LOT OF STUFF TO SAY. AND SO THEN LISTENING MEANS TO ME, LISTENING MEANS THAT YOU HEAR IT, YOU UNDERSTAND, YOU GRASP IT AND YOU’RE EMBRACING WHAT IT IS THAT THE FEEDBACK IS. BUT LISTENING IS ONLY ONE PART, ACTION IS THE OTHER PART. AND THEN I SEE THAT AS HE HIGHLIGHTS WHY THEY OBJECT TO THE BILL AND OPPOSE THE BILL, THEY SAY THAT THERE IS A REASON WHY THAT THE COUNCIL VOTED TO CREATE WSM. NEXT YEAR THIS WILL BE INCREASINGLY CLEAR TO THE COUNCIL. THAT TO ME, AND IF I TOLD YOU SOMETHING I SAID MR. FLETCHER, IT WILL BECOME CLEAR TO YOU AS TO WHAT IT IS THAT YOU WANT, YOU WOULD SAY, SEE YOU ARE TELLING ME THAT I DON’T UNDERSTAND? THAT’S WHAT I READ FROM THIS. AND SO FOR ME IT IS A LITTLE CONCERNING THAT THIS ORGANIZATION THAT SAYS THAT THEY UNDERSTAND, OPPOSES THE SMALL CHANGE REALLY DOES NOT EVEN DO ANYTHING. IT GIVES US FLEXIBILITY BUT ALSO ON TOP OF IT SAYS THAT THEY WERE LISTENING TO US. THAT THEY REALLY WANT TO TAKE THINGS TO THE NEXT LEVEL, IT SAYS YOU KNOW THIS REQUIRES NEW WAYS OF THINKING AND DELIVERING SERVICES AND IT IS DEFINITELY A WORK IN PROGRESS. I DO NOT KNOW HOW THESE THINGS COMBINED TOGETHER AND SO THERE IS VERY MIXED MESSAGING THAT IS WITHIN THE LETTER AND THEN OVERARCHING WAY TO SAY THAT YOU ARE OPPOSED TO US MOVING IN A DIRECTION PRIDE AND FLEXIBILITY VERY ENTITY THAT CREATED WORKFORCE MONTGOMERY FROM THE BEGINNING, IS A LITTLE CONFUSING TO ME. YOU KNOW YOU LOOK AT WEST VIRGINIA, THEY HAVE $1 BILLION PLUS INVESTMENT IN TECH TOWN PIPELINE STRATEGY WITH GMU, OPENING NEW CAMPUSES, FAIRFAX JUST ANNOUNCED THAT THEY WANT TO ALSO DEVELOP A STRATEGY THERE. AND WE DO A LOT IN THAT ARENA BUT WE COULD DO A LOT MORE. AND I THINK WE REALLY OUGHT TO BE TALKING TO THE COLLEGE ABOUT A STRATEGY AND A SET OF PROGRAMS THAT WE CAN WORK TOGETHER IN THAT ARENA AND I DO — THE EXECUTIVE DIRECTION AS I UNDERSTAND IT TO THE BOARD, WAS TO NARROW THE SCOPE OF THE ORGANIZATION. AND SO, I THINK WE NEED TO UNDERSTAND THAT. WE DO NOT WANT TO RE-CREATE THE DYNAMIC THAT WE HAD. THAT WAS CHALLENGING, I THINK.
