  1. The engineers were wrong. They said the construction workers didn't follow their design but NTSB said it was the engineers and the people that approve the design. They don't want to blame anyone lol.

  2. The design was flawed. That's what caused the collapse. Once the cracks were seen the road should have been closed and a collapse expected.

  3. What a poorly worded title!  Cracks didn't cause the collapse.  Cracks were only a sign that the structure was in the process of deforming.
