Comptroller investigating Carter County animal shelter, audit details county accounting issues


THE ANIMAL SHELTER IN ELIZABETHTON IS CURRENTLY BEING INVESTEDGATED BY THE STATE COMPTROLLER’S OFFICE. CURTIS MCCLOUD LEARNED TODAY THE INVESTIGATION WAS PROMPTED BY THE CARTER COUNTY MAYOR. HE JOINS US NOW WITH DETAILS ON WHAT SET THE WHEELS IN MOTION FOR THIS INVESTIGATION. CARTER COUNTY MAYOR LEON HUMPREY SAYS THIS STARTED AFTER SEVERAL PEOPLE BROUGHT ONGONING PROBLEMS TO HIS ATTENTION— FIRST AN INTERNAL COUNTY LED INVESTIGATION WAS STARTED. THE MAYOR SAYS BECAUSE OF THE FINDINGS IN THAT INVESTIGATION— HE HAD TO GET PEOPLE AT THE STATE LEVEL INVOLVED. IN AUDIT RELEASED TODAY BY THE STATE COMPTROLLER IT WAS DISCLOSED THAT THE ELIZABETHTON-CARTER COUNTY ANIMAL SHELTER IS UNDER REVIEW BY THE INVESTIGATIONS DIVISIONS FOR “ALLEGED DISCREPANCIES IN OPERATIONS” THE MAYOR TOLD ME THAT THEY HAVE TAKEN STEPS TO FIX SOME OF THE PROBLEMS— PART OF THE FIX INCLUDES HALTING THE COMMUNITY VOLUNTEER PROGRAM. I SPOKE WITH SOME OF THOSE VOLUNTEERS TODAY WHO SAY ANIMALS WILL SUFFER WITHOUT THE HELP FROM PEOPLE IN THE COMMUNITY. (BECKIE NIDIFFER/ FORMER VOLUNTEER ) “SHELTERS NEED ALL THE HELP THEY CAN GET. THERE’S ALWAYS GOING TO BE ANIMALS THERE THAT NEED EXTRA ATTENTION THAT THE STAFF DOESN’T HAVE TIME TO GIVE.” (LEON HUMPHREY/ MAYOR, CARTER COUNTY) “LACK OF VOLUNTEERS AT THAT SHELTER HAVE NOT IMPACTED NEGATIVELY THE OVERALL CONDITION OF THOSE ANIMALS, THE HEALTH AND WELFARE.” I WANT TO POINT OUT THAT THIS HAS NOTHING TO DO WITH THE CURRENT DIRECTOR WHO IS RUNNING THE SHELTER NOW— COMING UP ON THE NEWS AT 6— YOU WILL HEAR FROM THE CURRENT SHELTER DIRECTOR SPEAK ABOUT THIS INVESTIGATION ALSO HEAR MORE FROM THE MAYOR AND THOSE VOLUNTEERS WHO SAY THEY JUST WANT THE ANIMALS TO BE SAFE.   1. for non profit animal shelters to operate they get help from the government and public donations…so how and who audits these places to see if they are not pocketing the money in their own pockets instead of really helping the animals get adopted? i ask because i keep calling and emailing a non profit shelter but never get an answer or respond thru email or text. i am just curious what i can do about this. i drove by a few times. there is never parking, never see anyone tending to the dogs i see inside the fence.
