ASH Statement at the UN Human Rights Council | July 1, 2019


Thank you, and I now give the floor to Action on Smoking and Health. The floor is yours. Thank you Madame Vice President. Action on Smoking and Health, as well as the Framework Convention Alliance, a global coalition of more than 500 organizations from more than 100 countries devoted to supporting the WHO Framework Convention on Tobacco Control (FCTC) respectfully requests that the forty-first session of the Human Rights Council and subsequent HRC Resolutions and processes addressing the right to health in the implementation of the Sustainable Development Goals draw attention to the fact: That Target 3.a of the SDGs calls upon states to “strengthen the implementation of the World Health Organization Framework Convention on Tobacco Control in all countries.” And that the implementation of the WHO FCTC and the work of the Human Rights Council are mutually reinforcing. We also request that the Special Rapporteur, while considering the full realization of the right to health, pay particular attention to the progress being made towards implementation of Target 3a. of the 2030 Agenda for Sustainable Development and address human rights implications of the whole life-cycle of tobacco growing, manufacturing, marketing, distribution, consumption and post consumption; And we call upon all states when reporting to human rights treaty bodies to provide information on on progress towards SDG Target 3.a and measures taken and challenges faced in implementing the FCTC and reducing the human rights harms caused by tobacco; Action on Smoking and Health (ASH) wishes the 41st session of the Human Rights Council every success and sincerely hopes that under the guidance of its President, the council will continue to promote the “right of everyone to the enjoyment of the highest attainable standard of physical and mental health.” Thank you very much.
