WHO REGISTERED IN ADVANCE TO SPEAK UPON MATTERS RELATED TO THE METROPOLITAN ANGELA DAVIS AND I WAS IN COUNTY COMMUNITY — TONIGHT. WE HAVE TWO PEOPLE THAT HAVE SIGNED UP THEY HAVE TWO MINUTES EACH. THE FIRST INDIVIDUAL IS MISTER ERIC WHO TH. HE IS FROM A DISTRICT ELEVEN HE IS FROM COUNCILMEMBER LARRY HAGER’S DISTRICT. MISTER WHO IF YOU’VE GOT TWO MINUTES. THANK YOU MY NAME IS ERIC WHOSE I LIVE AT EIGHTEEN EIGHTY MERRITT STREET IN OLD HICKORY AND I’M THE CURRENT PRESIDENT OF THE METROPOLITAN NATIONAL EDUCATION ASSOCIATION. NASHVILLE HAS FOR TOO LONG CONCENTRATED ON THE INTERESTS OF BUSINESS SPORTS AND DEVELOPMENT AT THE EXPENSE OF SCHOOLS AND EMPLOYEES. I FEAR THAT MANY OF YOU DO NOT UNDERSTAND THE EXTENT TO WHICH FAILING TO FUND OUR SCHOOLS IS IMPACTING OUR CHILDREN. LET ME GIVE YOU A FEW EXAMPLES OF HOW OUR SCHOOLS ARE UNDERFUNDED. M. IN PS ONLY HAS A FEW MILLION DOLLARS IN THE BUDGET EACH YEAR WHEN WE REALLY NEED CLOSER TO FIFTEEN MILLION DOLLARS. TO GET TEXT BOOKS IN THE HANDS OF EVERYONE OF OUR STUDENTS. SUPPLIES AND MATERIALS ARE SCARCE IN OUR CLASSROOM INCLUDING BASICS LIKE PENCILS AND PAPERS. SO WE NEED MORE FUNDING FOR CLASSROOM SUPPLIES SO THAT TEACHERS WON’T HAVE TO PROVIDE THEM FOR OUR CHILDREN — PASSED A BUDGET LAST YEAR FOR ITS CITIES SCHOOLS. THAT HAS A THIRTEEN MILLION DOLLAR HOLE IN IT. THAT BUDGET WAS BUILT ON THE ASSUMPTION THAT METRO NATIONAL BUT PUBLIC SCHOOLS WOULD BE ABLE TO SELL ITS BUS BARN. BUT THAT WOULD LEAVE US WITH NO PLACE TO FIX OUR SCHOOL BUSES. THERE ARE LARGE NOT THERE’S A LARGE NUMBER OF CLASSROOMS IN OUR DISTRICT. THAT DO NOT HAVE A QUALIFIED TEACHER AND THIS IS LARGELY BECAUSE COST OF LIVING IN NASHVILLE HAS SKYROCKETED OVER THE YEARS. YET ARE AVERAGE SALARIES RANKED ELEVENTH IN THE STATE. SO AS YOU MOVE FORWARD NEXT YEAR IN DEVELOPING A BUDGET PLEASE REMEMBER THAT. THAT YOUR DECISIONS HAVE CONSEQUENCES FOR OUR STUDENTS THANK YOU VERY MUCH. THANK YOU VERY MUCH — OUR SECOND SPEAKER LAST BIGGER FOR THE NIGHT. IS A MR CODY AND ALL. WHO IS — FROM DISTRICT SEVEN AND I COUNCILMEMBER ANTHONY DAVIS IS DISTRICT. YES SIR THANK YOU VERY MUCH THIS IS REGARDING RIVERSIDE DRIVE IN THE CHANGING. OF THE BICYCLE LANE WHICH HAS. ON THE SHOULDER AND IS BEING MOVED TO THE MEDIA AND RIGHT NO% IT IS. TEMPORARILY MOVED AS WERE WAITING TO RE PAVE THE ROAD IN MY UNDERSTANDING IS THIS THE MOVIE. TO SEE IF THERE’S GOING TO BE ANY KIND OF FLAWS THAT THEY NEED TO FIX BEFORE THEY PERMANENT MOVE IT PERMANENTLY MOVE IT. ON BEHALF OF MYSELF AND SEVERAL MY NEIGHBORS I LIVE AT NINETEEN ZERO THREE RIVERSIDE DR WE WOULD ASK THAT — ON BEHALF OF WALKERS LIKE MYSELF JOGGERS PEOPLE PUSHING BABY STROLLERS AND PEOPLE WAITING FOR THE BOSS THAT. UNTIL YOU HAVE SIDEWALKS FOR US TO WALK SO IF WE ALONG RIVERSIDE DRIVE PLEASE DON’T MOVE. THE BICYCLE LANE FROM THE SHOULDER AND I’LL TELL YOU WHY THERE’S A FEW REASONS WHY THAT MAKES IT A LOT MORE DANGEROUS. FOR THE HUNDREDS OF US THEY HAVE TO WALK ALONG THAT. THAT ROAD ONE IS NOW THAT THE THE SHOULDERS SMALLER SO THERE’S LESS ROOM FOR US. TO TO WALK ALONG AND MIND YOU THAT RIVERSIDE DRIVE IS A VERY CURVY ROAD EXCEPT FOR A A STRAIGHT AWAY WHICH IS ON THE SOUTH SIDE OF IT NEAR. SHELBY BOTTOMS THE OTHER THING IS IS THAT THOSE OF US IF YOU WANT US TO WALK INTO THE BIKE LANE WE HAVE TO WALK WE HAVE TO CROSS TRAFFIC NW TWICE TO MAKE THAT INCLUDES. KIDS PEOPLE PUSHING STROLLERS AND I WILL — PUT YOUR ATTENTION TO A A GENTLEMAN THAT LIVES IN MY NEIGHBORHOOD HE IS. MENTALLY HANDICAPPED HE PAUL STOP FROM LINKEDIN AND TAMMANY – TO DORCHESTER RIVERSIDE DRIVE IN THIS MAN IS A VERY MOBILE AND MOST OF TIME I SEE HIM OUT THERE HE’S. RANTING AT THINGS THAT THE REST OF US CAN’T SEE NOW HE EITHER HAS TO WALK ON A SMALL SHOULDER. THAT USED TO BE A HAVE A BIKE LANE THERE. OR HE HAS A CROSS OVER TRAFFIC TWICE SO THAT HE COULD WALK DOWN A BLOCK DOWN RIVERSIDE AND THEN CROSS BACK OVER TO GET TO THAT. TO THAT BUS STOP. AND I THINK THAT’S ALL MY I MEAN I HAD ON THE SAMPLES BUT THAT’S MY CONCERN A CONCERN OF MANY OF US ON RIVERSIDE DRIVE. THANK YOU THANK YOU FOR COMING THE STRANGLEHOLD COMPRESSION. ALL RIGHT SO WE ARE NOW ON RESOLUTIONS ON PUBLIC HEARING — WE ARE HAPPY TO HEAR FROM THE PUBLIC ON EACH — WE ONLY HAVE ONE RESOLUTION UP TONIGHT — YOU’LL BE GIVEN THREE MINUTES EACH DURING WHICH TIME WE WILL ASK THAT YOU BEGIN SHOWING YOUR NAME AND ADDRESS. WE DO ASK THAT YOU DO NOT REPEAT WHAT THE OTHERS HAVE SHARED — AND TO BE RESPECTFUL TO ALL PARTIES SO — THE ONLY RESOLUTION WE HAVE TONIGHT IS RESOLUTION R. S. TWENTY EIGHTEEN THIRTEEN EIGHTY NINE BY COUNSEL LET THE BLAYLOC. THIS IS A RESOLUTION EXEMPTING RAJANI GROCERIES AND CAFE LLC LOCATED AT FIFTY SIX OH FOUR KNOWLEDGEABLE PIKE. THANK YOU MISTER AT SEVEN IN FAVOR NONE AGAINST RIGHT THANK YOU — CAN’T REMEMBER MANTIS. WOULD LIKE TO DO IS — OFFERED THE AMENDMENT AND THEN HAVE A A BRIEF EXPLANATION WITH THE BILL AS AMENDED — THE AMENDMENTS WHICH I’LL MOVE NOW IS — HOUSEKEEPING FIXING A TYPO FROM WHEN I FIRST DRAFT OF THIS. OKAY SO WE HAVE A DISS AMENDMENT NUMBER — ONE I DON’T THINK IT’S NUMBERED AMENDMENT NUMBER ONLY ONE AMENDMENT OKAY. SO — WE HAVE A MOTION TO APPROVE AN AMENDMENT ON THIS MATTER — IT’S BEEN SECONDED ANY DISCUSSION. SEEING NONE ALL IN FAVOR SAY AY. OPPOSED NO — YOUR DOCTOR OKAY WE’RE BACK ON THE BILL AS AMENDED RIGHT NOW I’D LIKE TO MOVE THE BILL AS AMENDED WITH A BRIEF EXPLANATION OKAY SO WE HAVE A BILL AS AMENDMENT TWO I HAD A PROPER SECOND PROPERLY SECONDED COUNCILMEMBER — MENDEZ PART THANK YOU MISTER VICE MAYOR — SOME OF THE TALK BRIEFLY ABOUT THE THIS IS BECAUSE IT HELPS WITH THE EXPLANATION — THIRTEEN TWENTY I’M GOING TO ASK TO HAVE THAT REFERRED AND T. HA AND THEN — TO FOR SECOND MEETING UNTIL THE SECOND READING UNTIL THE FIRST MEETING OF DECEMBER — DOUBT — ONE THIRTEEN TWENTY WOULD AMEND AN EXISTING REDEVELOPMENT PLAN WHICH REQUIRES BOTH AND DH IS APPROVAL AND THE MEASURE COUNCIL’S APPROVAL. THIRTEEN NINETEEN IS DIFFERENT IT DOES NOT REQUIRE AND DH IS APPROVAL WE CAN DO IT OURSELVES — IT IS ALSO IMPORTANT TO KNOW THAT — THIRTEEN NINETEEN IS A MANDIBLE ON THIRD READING TONIGHT I’M GONNA ASK — FOR I GUESS I’M GONNA HAVE TO AMEND MY MOTION TO HAVE IT BE FOR SECOND RATE IT PASS ON SECOND READING WITH THE RE REFERRAL BUT I’LL I’LL GET TO THAT IN A SECOND. MISTER VICE MAYOR — THE FRAMEWORK FOR THIS — BILL BUT WE’RE TRYING TO DO — IS — AMENDING THE WAY — FURTHER A WELL — PUT ON EVERYBODY’S METRO DEBT DASHBOARD WHICH IS JUST A TWO PAGER WHICH PULLS TOGETHER — NUMBERS THAT WE ALREADY HAVE — I DIDN’T MAKE UP ANY THESE NUMBERS THEY CAME FROM OUR AUDITS FROM OUR TREASURES REPORT PRESENTATIONS WE RECEIVE FROM BUDGET — ORDINANCES WE PASSED AND BASICALLY IF YOU LOOK AT THE STATISTICS ON THIS TWO PAGER IT SHOWS THAT WE GOT WE GOT A LOT OF DEBT — AND THERE’S A LOT OF NUMBERS OF A LOT OF ZEROS BUT THE STATISTIC THAT POPS OUT AT ME. IS THAT FOR THE FIFTY LARGEST CITIES IN AMERICA — WE HAVE GOT THE SECOND HIGHEST AT PER CAPITA WERE SANDWICHED BETWEEN NEW YORK CITY AND CHICAGO WAS SAN FRANCISCO AND HONOLULU TRAILING AFTER THAT. THE ONE THING THE CITIES HAVE IN COMMON — AT THIS POINT IS — ALL OF US ARE INTERNATIONAL CITIES WE HAVE SUCCEEDED IN MAKING NATIONAL AND INTERNATIONAL CITY. AND THE REALITY IS THAT WE’VE DONE THAT A THAT IS — A SLANDER AGAINST — THE CITY — IT IS NEITHER. GOOD NOR BAD BUT IT IS TRUE — THAT WE’VE GOT THE SECOND HIGHEST — IN AMERICA FOR THE FIFTY LARGEST CITIES AND THAT MAKES IT APPROPRIATE FOR US TO THINK ABOUT REBALANCING HOW TAX INCREMENT FINANCING WORK. WORKS THIS BILL WOULD EXPAND ON THE TWENTY SIXTEEN TO FREE FORM THAT WE ALL VOTED ON I THINK UNANIMOUSLY WITH TWENTY FIVE OR SO SPONSORS. IN TWENTY SIXTEEN WE AGREE THAT GOING FORWARD WE WOULD HOLD BACK THE QUOTE DEBT SERVICES TAXES FROM NEW TEST ONE OWNS THAT MEANT THAT WE WERE GOING TO SET ASIDE TO PAY AROUND AT ABOUT 15% OF TAX INCREMENT DOLLARS ON NEW LOANS GOING FORWARD. THIS BILL AND TWENTY EIGHTEEN WOULD EXPAND ON THAT PRINCIPLE AND MAKE IT SO WE ALSO WITHHELD THE SCHOOL’S FUND MONEY SO WE COULD PAY FOR SCHOOLS A HANDED THAT SERVICES FOR NEW LOANS GOING FORWARD — THIS. IS REALLY A COMMON SENSE THING OTHER CITIES ARE DOING IT ESPECIALLY AS WE’RE ON THE EDGE OF APPROVING — GETTING INTO APPROVING DISTRICT- WITH HUGE AMOUNTS OF ADDITIONAL TO FINANCING IT’S IMPORTANT THAT WE LEAVE SOME MEAT ON THE BONE FOR OPERATING BUDGET — AND AND SO THAT’S THAT’S THE THE BASIS THE REASON FOR DOING THIS JUST EXPANDS ALL WE ALREADY DID IN. TWENTY SIXTEEN WITH THAT — MISTER VICE MAYOR LIKE TO AMEND MY MOTION TO PASS ON SECOND READING WITH THE RE REFERRAL TO BUDGET AND FINANCE ON THIRD READING. THANK YOU COUNSEL AMANDA’S — IT WENT TO EDUCATION AS WELL DO YOU NEED TO GO TO SEND IT BACK THERE TOO OR JUST A BUDGET — SURE THAT’S A GOOD IDEA CATCHES GUNNERY REFER BACK UP SO IT’S BEEN A REVISED AMENDMENT DRIVE SECOND ON THEN. OKAY SO — WE HAVE A MOTION THE SECOND IN FRONT OF US — COUNCIL MEMBER — A CARNAL. MISTER PRESIDENT I DON’T KNOW IF THIS IS MORE OF A QUESTION FOR THE SPONSOR POSSIBLY FERMETURE FINANCE IT I GUESS I’LL START WITH THEM WITH PERHAPS A SPONSO. IF YOU KNOW IF WE’RE IF WE ARE. WE HAVE — TAX INCREMENT FINANCING AVAILABLE TO US AS A DEVELOPMENT TOOL RIGHT AND AND I THINK — IF WE’RE IF WE’RE LOOKING AT HOW IT HAS BEEN APPLIED HER COULD BE APPLIED OUT SHOULD BE APPLIED — IN TERMS OF IT BEING AN MEN IN AREAS THAT ARE — ARGUABLY IN NEED OF DEVELOPMENT THAT THE YOU KNOW IF IF. WE LOOK AT THIS AS A AS KIND OF A COMPREHENSIVE SERIES OF REFORMS TO HOW — NATURAL CAN DEPLOY THIS TOOL THERE ANY EFFECTIVE WAY TO SCORE THIS RIGHT TO SAY — IF IF WE APPLY THIS PARTICULAR REFORM WHAT DOES THAT DO TO THE OVERALL UTILITY OF TO HAVE HAVE HAVE YOU LOOKED AT THAT TIME. IN AND I GUESS I WOULD INVITE MEASURE FINANCE TO TO WEIGH IN AS WELL THERE MIGHT ACTUALLY BE MORE APPROPRIATELY NAMED DH A QUESTION I DON’T KNOW THAT THEY ARE. AT THE DAM ANY STAFF REPRESENTATIVE HERE TONIGHT. SO I’M GONNA GO BACK TO COUNCIL MEMBER AMANDA’S AND LET HIM TRY FIRST — I THINK SCORING WOULD BE DIFFICUL- TIFF COMES A LOT — SIZES AND SHAPES ACROSS THE COUNTRY — YOU’RE ONE OF THE THINGS THAT HAS GOT MY ATTENTION ABOUT WHY WE NEED TO MAKE THIS CHANGES THAT — THE THE WAY TRANSIT ORIENTED DEVELOPMENT — IS SUPPOSED TO WORK — IS IS RADICALLY DIFFERENT THAN THE SINCE THE BEGINNING OF TIME HERE IN NASHVILLE — SINCE INCEPTION OF OF TIFF IT’S ALWAYS BEEN A ONE OFF — SINGLE PERSONAL PROPERTY AND SO IF YOU TAKE THE PROPERTY TAX MONEY FROM A SINGLE PARCEL OUT OF CIRCULATION — YOU KNOW THAT THAT’S A I GUESS A RELATIVELY EASY COST BENEFIT ANALYSIS THE IDEA WHAT TRANSIT ORIENTED DEVELOPMENT THAT HAS TAX INCREMENT FOR ENTIREAKE THE- DISTRICTS — WITH THE DONALDSON ONE WE’RE LOOKING AT A HUNDRED FIFTY ACRE- SOME THAT WOULD BE REDEVELOPED SOME THERE WOULDN’T AND IF YOU MULTIPLY THAT ACROSS — THE ENTIRE CITY I THINK YOU FIND THAT — WOULD BE TAKING AN ENORMOUS AMOUNT OF TAX INCREMENT OUT OF CIRCULATION FOR THE OPERATING BUDGET — AS FAR AS SCORING IT — BECAUSE CITIES AND STATES AND COUNTIES AND TAXING AUTHORITIES TO TEST — BY MIXING AND MATCHING DIFFERENT INGREDIENTS I THINK I THINK SCORING WOULD BE VERY CHALLENGING. FAIR ENOUGH AND I THINK THAT’S THAT’S MAY BE ENOUGH OF AN ANSWER — UNLESS UNLESS MENTOR FINANCE FELT — STRONGER THAN THE OTHER WAY AND I GUESS THE THE FALL QUESTIONS A DIFF YOUR EXPLANATION FOR THE SPONSORS EXPLANATION — FOR RUNNING THIS BILL IN THE FIRST PLACE IF. YEAH AND I THINK WE HAD SOME DISCUSSION — IN THIS ROOM AND I KNEW IT AT PLANNING COMMISSION AS WELL SOME OF THESE CONCEPTS CAME UP — AND THEN WITH THEM DH A THE THE STRUCTURE OF THAT — OF THE TRANSIT ORIENTED DEVELOPMENT — DISTRICT AS AS A TIFF DISTRICT EFFECTIVELY YOU KNOW I GUESS THEN I’M LEFT WONDERING. IT YOU KNOW THIS THIS REFORM IT SOUNDS LIKE — STRATEGICALLY ANTICIPATES THAT THAT IS THE MODEL GOING FOR NOW AND I’M JUST KIND OF CURIOUS AGAIN OF THAT THIS. NO GOOD ON UP ON ON THE APPROACH HERE ARE WE BETTER OFF — RE IMAGINING THOSE TRAINS ARE IN DEVELOPMENT DISTRICTS OR WAR — KNOW WHAT’S POSSIBLE ON THAT FRONT — WE BETTER THAT YOU’RE DOING SOMETHING LIKE YEAH IT HAS A PENDING WHAT’S TO COME IF IF THE STATUS QUO IS TO REMAIN INTACT THANK YOU [inaudible] I COUNCILMEMBER. ADD UP I DON’T HAVE THE SPOTS ONCE RESPOND AT COUNCILMEMBER MANTIS AT THANK YOU MISTER VICE MAYOR — THE MAIN REIMAGINING THAT I WANT TO DO IS THAT — YOU WOULD IF YOU READ HEADLINES- I’VE SEEN — TV SCROLLS WHEN I WAS A NEWS CHANNEL FIVE ABOUT THIS I’VE READ THE HEADLINES IN THE TENNESSEE AND AND IN THE BUSINESS JOURNAL I GUESS IT IS NOT THE TENNESSEAN. AND THE THE TALK IS THAT THIS IS TAKING THE DEVELOPMENT DOLLARS AWAY FROM DEVELOPMENT AND THAT’S PERVERSELY BACKWARDS TO ME THE REALITY IS THAT ALL THE TAX DOLLARS ARE SUPPOSED TO GO TO OPERATING BUDGET. AND THIS IS IN A DISCUSSION ABOUT — STALLING DEVELOPMENT I THINK WE’RE DOING PRETTY WELL AT THAT I THINK THE STATISTICS TODAY. SO WE GOT A HUNDRED THIRTY THREE BILLION DOLLAR ECONOMY — THAT THE ISSUE IS WHETHER WE WANT. TO PULL BACK INTO — OPERATING WHAT’S SUPPOSED TO BE AN OPERATING THE PROPERTY TAX MONEY — I I THINK THAT — THE STARTING POINT FOR THIS COUNCIL SHOULD BE TO PROPERLY FUND THE THINGS THAT WERE SUPPOSED TO FUND. AND AND IT THAT THE RISK OF CITING COUNCILMAN GLOVER — HEY YOU PAY FOR WHAT’S IMPORTANT AND THEN WORRY ABOUT — THE EXTRAS LATER AND I THINK THIS IS RESTORING A BALANCE IT DOESN’T CUT OFF — DEVELOPMENT AT ALL LEAVE STILL MORE THAN HALF THE INCREMENTS FOR DEVELOPMENT — BUT IT GETS US BACK TO TO FUNDING THE THINGS WERE SUPPOSED TO BE FUNDING [inaudible] ALL RIGHT. THANK YOU COUNCILMEMBER ROSENBERG. THANK YOU MR PRESIDENT AND I THINK COUNCILMAN MENDEZ FOR BRING THIS BILL AND FOR THE UN NECESSARY MENTION OF COUNSELING GO OVER IN THE PROCESS — THIS ADDRESSES INPART — LINE SEVEN SEVEN SEVEN SEVEN OF THE METRO SCHOOLS BUDGET WHICH IS MONEY THAT WE PULL OUT OF THE SCHOOL’S BUDGET TO SEND NTI HA. IT INITIALLY WENT IN THERE AS AN ACCOUNTING — FOR GIVE SCHOOLS MORE MONEY THAN WE ACTUALLY DO BECAUSE IT WAS NEVER INTENDED TO BE SPENT BY SCHOOLS. BUT THAT LINE IS GROWING BY SO MUCH THAT THIS YEAR IT WENT A MILLION DOLLARS OVER BUDGET. AND SCHOOLS ARE TO COME BACK TO GET SUPPLEMENTAL FUND AND THEY LEARNED IN TE LAST COUPLE WEEKS THAT LAST FISCAL YEAR ACTUALLY WHEN ANOTHER FIVE HUNDRED THOUSAND DOLLARS OVER BUDGET. TO THAT MONEY WAS PULLED OUT OF THE CLASSROOM AND SENT ANTI HA SO THIS TYPE OF REFORM WILL SLOW AND EVENTUALLY STOP THE GROWTH OF THAT LINE OF LINE. SEVEN SEVEN SEVEN SEVEN AND AND ENSURE THAT MONEY THAT SUPPOSED TO GO TO SCHOOLS IS ACTUALLY SPENT IN SCHOOLS THANK YOU. THANK YOU COUNCILMEMBER. COUNCILMEMBER BERKELEY ALAN. THANK YOU MISTER PRESIDENT JUST WANTED A CIRCLE BACK TO COUNCIL MEMBER MCCONNELL’S QUESTIONS — THEY’RE VERY COMPLICATED QUESTIONS THAT I THINK MAY BE ANSWERED BY THE STUDY IN FORMULATING COMMITTEE WHICH I APPRECIATE THE BILL THIRTEEN FIFTEEN THAT WILL CREATE THAT COMMITTEE TO LOOK INTO WAYS TO MAKE. TWO MORE TRANSPARENT AND AN UNDERSTANDABLE AND I’LL REPEAT THE QUESTION I ASKED — IN BUDGET COMMITTEE YESTERDAY WHICH WHICH IS THIS SOUNDS LIKE ONE OF THE SOLUTIONS THAT THE STUDY IN FORMULATING COMMITTEE MIGHT COME UP WITH OR ONE THAT THEY MIGHT EVALUATE — IN COMPARISON TO OTHER POSSIBLE WAYS TO MAKE TWO OF FUNCTION BETTER FOR METRO SO I WOULD I WOULD ASK THE QUESTION ARE WE PUTTING THE CART BEFORE THE HORSE. IN PASSING THIS PIECE AS OPPOSED TO HAVING IT BE PART OF THE SLATE OF OPTIONS THAT THE STUDY IN FORMULATING COMMITTEE. LOOKS AT IT SOUNDS LIKE ANOTHER QUESTION — MENDIS. HOWEVER MUCH SAME ANSWERS BHAJAN FINANCES SAY. LISTEN WE NEED TO DO A WHOLE BUNCH OF STUDYING ABOUT THIS THERE’S A THERE’S A LOT OF LITERATURE BOTH ACADEMIC AND OTHERWISE — BUT NONE OF THAT CHANGES THE FACT THAT — THE CITIES ON THE VERGE OF RADICALLY CHANGING HOW TAX INCREMENT FINANCING WORKS BY CREATING DISTRICTS THAT — TAKE THE TAX MONEY FROM ALL THE PARCELS. AND AND WE’RE NOT THE SAME CITY WE WERE THIRTY FIVE YEARS AGO WE STARTED DOING TAX INCREMENT FINANCING — MORE OUT OF WHACK — WE’VE WE’VE GOT WE CAN’T DO THE THINGS THAT WE WANT TO DO — I’VE THAT WE WERE HAVING FORTY FOR EMPLOYEE CITIZENS IN THE AND TAKING CARE OF AT LEAST MAKING SURE THAT THE DEFAULT IS. SAVING 4405% OF TAX INCREMENT SOME — FOR TAXES SOME FOR SCHOOLS AND LEAVING 55% FOR DEVELOPMENT LOANS THAT’S NOT GOING TO PUT A BRAKE ON ANY DEVELOPMENT THE CITY AND SETTING IT THAT IS SOMETHING THAT AS THE DEFAULT IS SOMETHING WE OUGHT TO DO NOW WITHOUT WAITING — YOU KNOW THERE IS A CRISIS — IN THE CITY WERE COMES TO ITS FINANCES EVEN IF PEOPLE DOWNSTAIRS DON’T WANT TO USE THAT WORD — WE HAD TO REPEAL PAY PLANS IT IS A CRISIS AND WE SHOULD ACT BY RESETTING THE NORM THAT WHERE WE ARE AS A CITY RIGHT NOW. THE FIFTY FIVE CENTS OF THE INCREMENTS FOR DEVELOPMENT LOANS IS PLANNING [inaudible] RIGHT. COUNCIL MEMBER ALLAN A RESPONSE. GET ALL RIGHT THANK YOU. COUNCIL MEMBER SCOTT DAVIS. THANK YOU BYE SMASH WOMAN SPOT FOR TIME SENATOR. THANK YOU JUST LOST INSECT. I GIVE IT BACK TO ME [inaudible] MEYER [inaudible] THE SPONSOR [inaudible] WORKS HARD. IT’S PROBABLY THE ONLY TIME I SAY IT TO HIS FACE. YOU’RE. PRETTY SMART. YEAH BUT I DO HAVE A SLIGHT ISSUE WITH THIS. OKAY YOU HEARD ME SAY OF MANY TIMES ON THIS. FOR THERE NEEDS TO BE CHANGES INTO. AND I THINK THE SPONSORS GOING IN THE RIGHT DIRECTION. HOWEVER I WANT TO ADD A CAVIAR AND HOPEFULLY IN THE FUTURE IT WILL BE A FRIENDLY AMENDMENT. I AM HOPING FOR THAT. BECAUSE WHEN I LOOK AT THESE TWO PROJECTS. I SEE PEOPLE WHO LOOK LIKE ME. EXCLUDED. AND I SEE — P. WOMEN LIKE MY DAUGHTER EXCLUDED. TO NOW THERE ARE A FEW TIPS PROJECTS COMING ABOARD NO INDUSTRY WARN. BILLS ONE RECENTLY APPROVED. AND MAYBE THERE’S A WAY. THAT. AND THE OTHER ONE FORGIVE WILL PICK ON DOWNTOWN JUST LITTLE BIT SORRY RITUAL KONG. MAYBE CERTAIN PLACES LIKE. THE MIDDLE OF DOWNTOWN. WHAT IS AVAILABLE? BUT MAYBE WE CAN INCREASE OUTPUT BACK FROM THE MONEY BACK INTO THE COFFERS. THEY ARE CHANGING THEIR BELIE PLACES LIKE PARKS WILL PART. WHICH WILL PROBABLY NEED. TO FORTIFY BENEFITS AND ALL ALSO PLACES LIKE DICKERSON ROAD. AND LOOKING AT MAYBE THERE’S AN INCENTIVE IF YOUR PROJECT IS. 80% OF FORMAL REAL FOR BUILDING. ALL LOOKING AT DO YOU HAVE. ARE YOU SOMEONE. HAVE A MINORITY PER FILLING A NEED. LIKE AGROCERY STORE OR LACK OF PHARMACY — FOR CERTAIN AREAS BECAUSE ONCE AGAIN. YOU KNOW WE’RE GOING TO CHANGE IT. JUST AS PEOPLE WHO MAY BE OF A DIFFERENT GENDER THAN I AM AND PEOPLE WHO LOOK LIKE ME. ARE FINALLY GETTING A WHOLE FIGURE OUT HOW THIS TO THING GOES. NOW WE DO HAVE TO PUT MONEY BAC. AND WE NEED CHANGE SOME THESE THINGS SO WE PUT MONEY BACK IN THE SCHOOLS AND GIVE RISE TO A NATIONAL POISE. HOWEVER THOUGH OUT ONLY THE RULES TO CHANGE BECAUSE EVEN WHEN THE RULE WAS BAD OR WITH MUSIC CHANGES ITS STILL EXCLUDED PEOPLE THAT LOOK LIKE ME. AND WE NEED TO FIX THAT. AND THIS IS ONE THING THAT WE’RE GOING TO HAVE A FOCUS ON BECAUSE YOU KNOW. PEOPLE PARTS OF WE ARE THE WORLD DO DEVELOPMENT AND BUILDING. YOU KNOW HOWEVER THOUGH WE SHOULD MAKE IT SO THAT EVERYONE. IS EVOLVING PROCESS AND LACK OF PAUL TO SPONSOR AND HOPEFULLY HE’LL SUPPORT SOME FRIENDLY AMENDMENTS. ONTO HIS LEGISLATION THANK YOU VENTURE. THANK YOU COUNSEL. COUNCILMEMBER STEVE GLOVER. THANK YOU VICE MAYOR JUST I I THINK FUNDAMENTALLY THIS IS A GOOD PLACE TO START BECAUSE AT THE END OF THE DAY DOLLARS TO COME OUT OF THIS THAT SCHOOLS HAVE TO PAY BACK. IT AFFECTS THE ENTIRE CITY. EVEN THE TIPS MAINLY AFFECTS CERTAIN PARTS OF TOWN THIS ACTUALLY HAS THE OPPORTUNITY TO HELP. READ DISTRIBUTED MONEY BACK INTO THE CLASSROOMS BACK INTO THE SCHOOLS SO I APPLAUD THE SPONSOR FOR FOR DOING THIS BECAUSE WE’RE LOOKING AT A NUMBER OF AREAS AS YOU’RE WELL AWARE OF VICE MAYOR. ON ON HOW DO WE STRIVE TO TRY TO FREE UP MONEY — IN CERTAIN PARTS OF OUR BUDGETS TO PUT IT BACK. INTO THE THE EMPLOYEES POCKETS BACK INTO THE CLASSROOM SUCCESSOR UP — THIS IS A GOOD STEP FORWARD AND I THOUGHT I APPLAUD HIM FOR UP FOR LOOKING INTO THIS AND I I HOPE WE GO DEEPER WITH HOW WE APPROACH. EVERYTHING ELSE THANK YOU VICE MAYOR THANK YOU COUNCILMEMBER. CAST MEMBER ROBERTS WHAT. CALL THE QUESTION. IT’S BEEN A CALL FOR THE PREVIOUS QUESTION.
